Shapiro Agrees to Investigate

The current investigation is being launched at the request of the Honourable Wayne Easter, the Member for Malpeque; however, yes, there was an outstanding request from Peter Julian, the Member for Burnaby—New Westminster.
The reasoning behind the delay of the investigation to the second request, on the part of Bernard Shapiro, the Ethics Commissioner, is unclear to me at this point; I have been unable to find any documentation that detailed Mr. Shapiro's inaction on the first request.
