Pretty sure the City of London sees Indians as a problem rather than 'invaluable'. Goes for Ottawa too.Take it up with the Crown.
That being said they cannot stop the Indians from being able to make the communities 'comfortable' for the residents as they have a permanent income already. A clay road in the back country can be maintained by the people at the end of the road and it would be pot-hole free and rut free most of the summer and all of the winter. I'm not sure the photos of the road would be enough reason to call in the Army unless it is for a road building lesson.

If the District no longer needs to do road maintenance does the money saved go to 'the people at the end of the road'?
