90% of those who come to Canada through Quebec's Investor Program don't actually keep their promise to live in that province

Everybody else gets blessed with the costs.

OTTAWA -- Just two weeks after Chris Alexander took over the job of immigration minister in a federal cabinet shuffle, a hot potato that pits B.C. against Quebec has landed in his lap.

A key B.C. cabinet minister confirms she's already spoken to Alexander about abuse of a program that lets Quebec charge thousands of dollars in fees to thousands of wealthy immigrants who give the province a five-year, interest-free $800,000 loan in exchange for promising to live in that province.

The trouble is, the immigrants usually end up moving to B.C. or elsewhere -- leaving money in Quebec's hands, but health, education and other costs for newcomers in the hands of other provinces.

In a statement emailed to QMI Agency, B.C. Jobs and Tourism Minister Shirley Bond says the issue is mostly up to the federal government to solve with Quebec.
