Embattled former Pan Am Games CEO Ian Troop has walked away from the job with a cash kiss-off of $500,000.

TO2015 officials issued a statement Friday — in what can be considered a rare act of transparency — spelling out the details of Troop’s severance package.

That package includes a cash payout of $478,000, legal fees of $3,500, payments for outplacement of $10,000 and health benefits for the severance period of $15,800.

He will also get a deferred RRSP payment of $27,300.




After dogged media scrutiny, the Kathleen Wynne government and the TO2015 brass finally admitted the $1.4-billion games budget does not include the $1.1-billion cost of the Athlete’s Village.





New documents are being released today that says officials with the 2015 Pan Am Games billed Ontario taxpayers for wine tours, dress shirts, limo rides, and flowers.

The 5,000 page document shows expense recipts and credit card reports for minor things as well, such as bottled water, coffee, snacks, and orange juice.

Officials with the games organizing committe says they’ve reimbursed the province, and TO2015 CEO Saad Rafi says rules on spending have been tightened. Staff and executives now must follow guidlines on future purchasing.

“We of course work with the government on all these matters,” said Rafi. “In the past the expense claims for the organization garnered a lot of attention, so we wanted everybody to have that information at the same time.” He also said he wants the games to be fiscally responsible, something the province can be proud of.


The former Pan Am CEO, Ian Troop, came under critisism after billing taxpayers $8,561.19 for a Mexican hotel and cocktail party, among smaller charges.

The report does not include the names of the executives making the claim, but say the report also show high-interest cash advances, in addition to the frequent “inapproproate” charges, which date back to 2010.




The documents were found by a newspaper through a freedom of information request, but officials with Pan Am held off until the legislatuire adjourned to release the expenses to the media at the same time.

The total budget for the Pan Am Games in Ontario is approximatly $2.5 billion. They’ll be held in Toronto July 2015.
