Maybe they're afraid of potential lawsuits? I know that the public school board in my area has issued its teachers pretty much the same directives about not hugging the students. My neighbour teaches at a public grade school. Funny though, the local Catholic board here has no rules against hugging.

why? are you saying everyone who grew up in the 60's/70's is violent and out of control???
Sure that was a joke but life was not taken so seriously in general..and most people grew up just fine...
