It was announced today that the Honourable Michael Fortier, P.C., the Senator for the Division of Rougement in Québec and the Minister of Public Works and Government Services had re-appointed Mr. John McLure as the Chair of Defence Construction Canada.

Mr. McLure has extensive experience in terms of working with the Public Service. He left the Canadian Forces in 1975 to further his career, and thereafter he served with the Treasury Board of Canada Secretariat, the Department of National Defence, the Department of Fisheries and Oceans, the Department of Western Economic Diversification, and the Department of Regional Industrial Expansion. Mr. McLure is now the President and CEO of JDM Consulting Inc., in addition to being an associate at Hill and Knowlton Canada Limited.

Defence Construction Canada (DCC) is a federal Crown corporation which reports to Parliament through the Minister of Public Works and Government Services . The corporation provides contracting, construction contract management and related infrastructure services to the Department of National Defence. More than 1,500 contracts a year are awarded by DCC for professional services, construction, goods and other infrastructure related works, throughout Canada and overseas totaling up to half a billion dollars.

Despite the time that has lapsed since his appointment, I continue to have reservations in terms of having our Minister of Public Works and Government Services sitting in the Senate, as opposed to the House of Commons — as a point of my concerns, communications between the Parliament of Canada and Defence Construction Canada are going to need to take place through the Senate during this session. I agree with the decision of Mr. Fortier to reappoint Mr. McLure, however; he is quite suited for the position, considering his experience with the Public Service.
