Cell Phone companies double dipping

I always wondered why hear in North America we as cell phone users pay for incoming calls as well as outgoing calls. It seems to me that the companies are kind of double dipping into our wallets. Is it not true that the person generating the call is charged for that call, why should we pay for calls which we do not generate.
All of Asia and Europe only pay for calls which they generate and not receive.

why should you not pay for incoming calls, you pay for the ability to use your MOBILE phone , reagrdless if it is for incoming or outgoing.

All I know is.. You pay for what you use. Somebody call you, it's your choice to answer the phone or not.
If you don't answer, you don't get charged.

Please don't start comparing Canadian wireless policies and providers with European ones unless you toroughly understand the market differences.

The reasons why the billing methods and prices are different in Europe and in north America are simple, the market is simply different

also in many asian countries it is more affordable to have a good wireless service than a regular landline. this is the case in Sri Lanka, where over 4 GSM wireless companies compete with each other and off unltd incoming and cheaper rates than landline use. this is why in India and Sri Lanka there are a lot of wireless users, many of them who are poor as it is more affordable than a landline.

Sri Lanka might have 4 companies: DIALOG gsm, CELLTELL, MOBITEL and ORANGE

BUT Canada has one which owns most of the television cable, wireless and internet in the country. So much for competition. Ted Rogers is the luckiest guy ever, his name is on everything, from cell fones to stadiums.
