Brexit: May won't rule out special rights for EU citizens

It looks like the UK might end up following the Norwegian or Swiss model.

One possibility could be the right to study, work, or do business visa-free but that's it. No social services, etc. for example.

Why should EU citizens get special rights over everyone when coming to the UK? What makes them so special?

And why should the UK follow the Norwegian or Swiss model? Why not follow the British model?
