Iraq's army has "opened its doors" to all former members of Saddam Hussein's army, the prime minister said Saturday, in a move aimed to win over disaffected Sunnis.

It appears that Bush is afraid of a resurgence in Baathist influence and that this would be a possible loss of control over Baghdad's affairs. With this would come a loss of control over oil and its revenues. Of course, I am merely speculating here and will await further developments in order to ascertain the full truth of this matter.
