We did that by gerrymandering ridiculous ridings (districts down here) to create majority-Black districts. It's an illusion. Just another way of establishing a quota, and making it more certain that the "favored" group will never win a seat outside of their little reserve.

If you want to understand the fantasy of Marxism, a better one to read is Das Kapital by Karl Marx and Friedrich Engels. I prefer the non-comic book versions of the various political/economic philosophies. They're generally funnier than the whimpering of right-wingers.
