In the long run it's probably not in the best interests of the police to be feared as predators by law abiding citizens. To the extent they are feared by the law abiding the police create a culture of revulsion against them which carries over into their legitimate activities.

Cops seize cash from motorists without charges.

Stop and seize | The Washington Post

The federal Equitable Sharing Program passed in 2001 is an illegal tax and the actions of those police are crimes. We will never know exactly how much money has been stolen by these government criminals who can readily cook the books and pocket some of the goods when no one is looking. The Tea Baggers should up in arms about it but, as usual, are silent in the face of these crimes.

It's very confusing to me, the police powers you mention seem designed to encourage organized crime within American police forces.
They would however literally control crime, which is their mandate if I understand correctly. What an intelligent plan.

--- intelligent plan ---

It entrenches police criminal conspiracies and is an illegal expansion of government. As usual, not a single word of protest from the far right which always claims it wants to lessen government intrusionism and promote freedom for all. The Supreme Court has ruled that legal challenges made be made by victims of these police crimes are permissible - but all that does is force innocents to pay large legal fees in order to collect their money that has been taken illegally. If those idiots in the court had any sense at all, they would have ruled that the law is illegal and overruled it completely. This way cops will not stop innocents, they will not take any money and pocket any portion of it, and people will be spared the aggravation of needless litigation.
