How would a 'ban' on war be enforced? With the threat of war?

If the attempt of economic sanctions is thought to be the answer (& has been
tried many times in the recent (last 50+ years)), those sanctions might force
the aggressor to attack their neighbours for resources that're being held back,
etc...creating the justification for the 'catch22' justification.

How do you enforce a 'ban' on stupidity? What would be the threat towards acts
of stupidity?

Removal of the stupid from the gene pool? We got bans on lots of things. Doesn't seem to stop anyone from getting them. The only difference between a landmine and an IED is that the government didn't pay for the IED.

There are thousands of acres of Land Mine fields still uncleared in many parts of the world. Bosnia, Herzegovina, Kosovo are but a few. Rwanda, The Congo, Kenya and Zimbabwe are again but a few sites. Even if the ban occurred and were honored internationally who clears these fields? South America is reported to have several active Mine Fields too. 200 decades of war tells me any bans will never be honored. Look at the histroy of the world and tell us how exactly it would be enforced. Maybe by another war?

The Taliban seems to be somewhat effective at clearing mine fields, & they
recycle them too, so it's good for the environment, & thus good for the planet,
I guess.
