The federal government will begin holding consultations across the country next week to determine which skilled immigrant workers it should fast track under a new law that gives officials the power to speed up certain applications.
Consultations will look at where Canada is experiencing its labour shortages, what skills are needed to fill the gaps and what barriers exist to foreign credential accreditation.
Just over two weeks ago, Parliament approved legislation that allows the immigration minister to decide which applications should be fast-tracked, and which should be rejected, based on the need to fill labour shortages.
The government says the law will help stop a backlog of 900,000 applications from growing any larger and will allow quick entry for those with skills in demand.

Nearly half of Canadians say they have refused to give personal information to a retailer, according to a survey commissioned by the federal privacy commissioner.
The survey also found that one in two Canadians said they have questioned a retailer why they need a name, postal code or address.
Consumers said they were reluctant to provide names, addresses and postal codes to retailers, citing fears of fraud and identity theft. About a quarter of the respondents also said they could see no reason for the retailer to collect the data.
The results indicate consumers are showing a considerable amount of savvy, Privacy Commissioner Jennifer Stoddart said Thursday.

Another 2,000 jobs in Canada's auto industry have been gobbled up with the shutdown of 11 small plants operated by a Toronto-area company that makes plastic instrument panels.
The auto-parts industry is feeling the pinch from soaring fuel costs and a corresponding drop in demand for gas-guzzling vehicles, and is having a devastating effect on southern Ontario's auto manufacturing sector,
Last month, GM announced that the truck assembly plant in Oshawa would be among four North American plants being closed in the next few years. About 2,600 people work at the Oshawa facility.
Also last month, Magna International Inc., Canada's largest auto-parts manufacturer, announced it would be cutting 400 jobs at its plant in St. Thomas, Ont., due to flagging truck sales.
New statistics suggest sales are not likely to improve in the near future.

Gov. Gen. Michaëlle Jean has named a leading abortion rights crusader to the Order of Canada, news that has outraged anti-abortion groups.
Dr. Henry Morgentaler is one of 75 Canadians to receive honours for their contribution to the country. The Governor General announced the new inductees on Tuesday after the names were recommended by an advisory panel.
Anti-abortion Conservative MPs are stressing that appointments to the order are not made by cabinet. Nine people, including two government appointees, sit on the Order of Canada panel.

Starbucks Corp. said Tuesday it will close 600 company-operated stores in the next year, up dramatically from its previous plan for 100 closures, a sign the coffee shop operator continues to struggle with the faltering U.S. economy and its own rapid expansion.
Seventy per cent of the stores slated for closure had opened after the start of 2006, the company said in a statement.
About 12,000 workers, or seven per cent of Starbucks' global work force, will be affected by the closings, which are expected to take place between late July and the middle of 2009, spokeswoman Valerie O'Neil said.

As African leaders gather in Egypt for the two-day African Union summit, the world waits to see whether President Robert Mugabe's counterparts will recognize his widely discredited election victory as legitimate.
Main opposition leader Morgan Tsvangirai withdrew from the latest Zimbabwean presidential election, citing deadly violence and intimidation against party members and supporters. The country's electoral commission declared that Mugabe won with 85.5 per cent of the vote against Tsvangirai, whose name still appeared on the ballot.
While most western countries have called for the members of the AU to condemn Mugabe's victory, it's believed the 53-nation bloc is unlikely to criticize the longtime leader.
Foreign Affairs Minister David Emerson recently announced a number of new measures designed to restrict Canada's relationship with Mugabe's government.
These include:

Restricting travel, work and study of senior Zimbabwean government, military and police officials and their families.

Reconfirming Canada's long-standing policy against exporting military goods to Zimbabwe.

Denying any aircraft registered in Zimbabwe permission to land in, fly to, or over Canada.

Spain's only other victory at a major international tournament came on home soil in the final of the 1964 European Championship when it defeated the Soviet Union. Spain's victory also denied Germany a record fourth European title.

An expert who wrote a scathing report on problems at a St. John's hospital lab has warned Newfoundland and Labrador's breast cancer inquiry that labs across the country are at risk.
Trish Wegrynowski found a series of fundamental lapses — from not refrigerating some samples to inconsistent procedures and inadequate training — in Eastern Health's pathology department when she was brought in to review procedures in September 2005.
Wegrynowski, a senior medical laboratory technologist at Toronto's Mount Sinai Hospital, was recruited to review the pathology lab after senior medical staff learned the lab had produced inaccurate results in hormone receptor tests, used to guide treatment for breast cancer patients.

World of web names poised to get wider.
Internet regulators are considering looser restrictions on internet names, which could allow thousands of variations of suffixes beyond the basic .com or .ca.
The Internet Corporation for Assigned Names and Numbers (ICANN) is voting Thursday in Paris on whether to allow new domain names to be used, a ruling that, if approved, would be considered to be one of the biggest changes to the internet in its 25-year history.
It would allow for domain names that have been requested, and denied by ICANN, for years, such as .xxx for adult websites and .post for postal service websites.
Companies with well-known names like eBay, Apple or Google could also end up requesting domain names if the new rules are approved, snatching up names like .ebay, .mac and .goog.
"What this really looks at is opening up that domain-name real estate so that people can have choice. They could place [their address] in dot com, or they could make choices based on what's on the market," ICANN vice-president Paul Levins told CBC News.
A study of 164 patients in a multi-centre, randomized clinical trial revealed that the portable device, known as a transcranial magnetic stimulator, caused 39 per cent of the participants to be pain-free two hours after the procedure.
Twenty-two per cent of the study's participants who received fake electrical stimulation reported being pain-free.
According to the authors, 50 to 60 per cent of people who suffer from migraines respond to drug therapies for the condition.
No adverse events were reported during the study.
According to Statistics Canada, 7.9 per cent of Canadians over age 12 have been diagnosed with migraine headaches.

At least two sources of poison may have been used to kill two dogs and sicken four others in a Toronto city park, police said Tuesday, as they warned dog owners to keep their dogs leashed in the area.
Toronto police Det. Suzanne Pinto said that a soggy pile of bread found in the park may have been soaked in antifreeze, the same substance believed to have contaminated a drinking bowl for pets.
Pinto said the bread will be analyzed but that most likely it was soaked in antifreeze.
"At this time it is not safe at all for any dog owner to have their dog off-leash in the park where they could easily gulp this off the ground within a second," she said.
Participants in Industry Canada's wireless spectrum auction have bid $4.01 billion for licensing rights for airwaves that wireless networks need to operate over.

More than a quarter of Canadian Coast Guard staff are scheduled to retire in the next five years, triggering staff shortages just as the country looks to increase its fleet sizes, especially in the Arctic, officials say.
About 70 per cent of the coast guard's 4,500 employees are between 40 and 59 years old, with the average age being 45.
The Coast Guard is actively looking for solutions, including revitalizing its college in Sydney, N.S.
The school is adding staff, increasing budget and opening up more spaces for students. It's also holding more open houses, and getting information out to potential students through Facebook.
Suzanne Drouin, the college's executive director, said they are looking to recruit all types of future officers, especially those with skills in engineering and navigation.

Anyone making a phone call in Alberta will now have to add the area code first, as 10-digit dialing began in the province on Monday.
People in the Toronto, Montreal and Vancouver areas have already been punching in 10 numbers to make calls for several years.
On top of that, there are numerous websites and accounts that demand passwords for access. A recent survey by RSA Security, a Bedford, Mass., consulting company that advises businesses on security issues, found that one in five business people are juggling more than 15 passwords.

Surging real estate values and a strong economy helped drive up the number of millionaire families in Canada to 1.1 million in 2005, according to a Statistics Canada report released Monday.
The proportion of families with a net worth of $1 million or more rose to nine per cent in 2005 from five per cent in 1999. The number of millionaire baby boomers in their 50s jumped to16 per cent from six per cent, and among Canadians in their 40s rose to nine per cent from two per cent.
"While non-millionaires derived most of their wealth from home equity and an employer pension plan, millionaires' wealth came mostly from net financial assets, followed by business and home equity."
A growing number of millionaire families also reported carrying debt, rising from 51 per cent in 1999 to 58 per cent in 2005. By comparison, 71 per cent of non-millionaire families carried debt in 2005, up from 68 per cent in 1999.

George Carlin, the dean of counterculture comedians whose biting insights on life and language were immortalized in his Seven Words You Can Never Say On TV routine, died of heart failure Sunday at the age of 71. Carlin's jokes constantly pushed accepted boundaries of comedy and language, particularly with his routine on the Seven Words — all of which are more or less taboo on broadcast TV and radio to this day.
