Chinese city of Nanjing gets best review of 3 candidates for 2014 Youth Olympics


LAUSANNE, Switzerland - The Chinese city of Nanjing presents the least risk of the three candidates bidding for the 2014 Summer Youth Olympic Games, the IOC said Friday.

The International Olympic Committee released a report evaluating the bids from Nanjing, Guadalajara, Mexico, and Poznan, Poland.
The IOC said Guadalajara and Poznan present "a number of risks" while Nanjing offers "minimal risk."
The finding should make Nanjing the favourite when IOC members vote for a host city on Feb. 10 in Vancouver ahead of the 2010 Winter Olympics.
The Youth Olympics, a creation of IOC president Jacques Rogge, are for athletes aged 14-18.
The inaugural Games will be held in Singapore this year, from Aug. 14-26. The first winter version will take place in Innsbruck, Austria, in 2012.
The 2014 Youth Olympics is scheduled to take place over 12 days with up to 3,500 athletes.
Friday's report was prepared by the IOC's 17-member evaluation commission, chaired by IOC executive board member and former Zimbabwean sprinter Frank Fredericks.
"The commission feels that all three cities could organize the 2nd Summer Youth Olympic Games in 2014," the report said. "However, there are risks and opportunities associated with each project."
The IOC said Nanjing proposes a "reasonably compact concept backed up by generally solid guarantees." The city's US$117-million budget "appears to be consistent with the levels of service described in the candidature file and most key costs have been taken into consideration," it said.
The report said Guadalajara failed to provide full guarantees to cover any shortfall on its US$65-million budget, which "represents an important financial risk."
The IOC said Poznan's US$65-million budget "appears low in a number of key areas and may not be sufficient to cover the proposed levels of service described in the candidature file."
