can the windows 8.1 dvd be copied using windows 8.1 file explorer? I clicked select all, assuming that all the files would be copied. one thing I've noticed is that the boot from dvd option appears to work only with the original not the file copied backup.

I believe the bootstrap is probably stored in hidden sectors on the disk. There may also be hidden files.

Try using a disk copy program like Nero...

You can sometimes find a free older version at Old versions of Windows, Mac and Linux Software, Apps & Abandonware Games - Download at OldVersion.com

Clone CD might work for you

Yeah DVD to DVD copy in Nero will do the trick. So long as you have a valid key to use, you're good.
