Why is it okay for the Japanese to refuse refugees but it is wrong for the USA?

Back when the refugee crisis of Syria happened, the Japanese were strictly against accepting any refugees. Canada and Europe had to bore the brunt of it. However when the USA refused to accept any, they were chastised left and right by almost every nation, Canada including.

So why is it okay for the Japanese to refuse any refugees but not okay for the USA?
