"The Pentagon’s chief weapons tester said the next-generation F-35 jet continues to fall short of full combat readiness targets and, despite some progress on reliability issues, all three versions of the fighter are breaking down “more often than planned.”
None of the Air Force, Marines and Navy variants of the Lockheed Martin Corp. fighter are meeting their five key “reliability or maintainability metrics,” Robert Behler, the Pentagon’s director of operational testing, said in prepared remarks Wednesday before two House Armed Services Committee panels.
The House subcommittees are reviewing the $428 billion program’s status and progress recovering from years of cost overruns and production delays.
“The operational suitability of the F-35 fleet remains at a level below service expectations,” Behler said in the prepared remarks. “In short, for all variants, aircraft are breaking down more often than planned and taking longer to fix.”
His statement is a reality check just weeks after the Pentagon and Lockheed Martin announced that they finalized the largest contract in the program’s history, a deal valued at $34 billion for 478 additional aircraft. About $27 billion of F-35s have already been placed on contract even though the program hasn’t completed all its combat testing and struggles with reliability.
Lockheed Martin F-35 program manager Greg Ulmer said after the hearing that he doesn’t “necessarily agree” with Behler’s characterization. “If you look lot-over-lot, reliability and maintainability is significantly better for the airplanes delivering off the line,” he said, while acknowledging there were some outstanding issues “and we are going after them.”
The program continues in its most rigorous phase of combat testing, a stage that will stretch into next year. So far, 458 jets have been fielded out of about 3,500 planned purchases by U.S. and allies from Australia to Poland. Pentagon approval for full-rate production, delayed from December, looms for 2020.
Even with that 2020 target approaching, analysis to date shows that neither the Marine Corps nor Navy F-35 models are currently “on track” to meet their reliability metrics even as they log more hours, according to the latest assessment.
Among the key lagging metrics cited by Behler are “mean flight hours between critical failure” -- a data point that refers to the time between failures that result in the loss of capability to perform a mission-critical task, or mean time between part removals for replacement from the supply chain."

It's official: top Pentagon officials will NOT clear the F-35 Joint Strike Fighter for full-rate production this year, after setbacks during a crucial testing phase.
Under Secretary of Defense for Acquisition and Sustainment Ellen Lord on Friday said officials may not sign off on the F-35 full-rate production milestone -- a sign of confidence in the program to produce more fighter jets -- until as far out as January 2021 because of the latest testing lapse.
"I'm going to make some decisions about when that full-rate production decision will be made shortly," Lord said at a briefing at the Pentagon Friday.
Last month, it was revealed that the Lockheed Martin-made F-35 would not complete its already-delayed formal operational test phase by the new fall deadline due to a setback in the testing process.
Military.com first reported that while F-35 Initial Operational Test and Evaluation (IOT&E) was supposed to be complete by late summer, the testing was incomplete due to an unfinished phase known as the Joint Simulation Environment. The F-35 Joint Program Office and Pentagon at the time confirmed the delay.
"We are not making as quick progress on the Joint Simulation Environment integrating the F-35 into it," Lord told reporters during the briefing. "It is a critical portion of IOT&E," she said, adding inspectors need to get JSE "absolutely correct" before further testing can be done.
The Office of the Secretary of Defense would be the authority to sign off on the decision, moving the program out of its low-rate initial production (LRIP) stage.

Turkey officially kicked out of F-35 program, costing US half a billion dollars.
WASHINGTON — The U.S. has removed Turkey from the F-35 joint strike fighter program, and Turkey will lose its production work on the jet by March 2020, following its acceptance of the S-400 Russian-made air defense system last Friday.
However, a top Pentagon official would not close the door on Turkey rejoining the program in some form, should it reverse the decision to buy the S-400.
The White House issued a statement Wednesday confirming the move, which Washington had threatened for months.
“Turkey’s decision to purchase Russian S-400 air defense systems renders its continued involvement with the F-35 impossible,” the White House statement read. “The F-35 cannot coexist with a Russian intelligence collection platform that will be used to learn about its advanced capabilities.”
“Turkey has been a longstanding and trusted partner and NATO Ally for over 65 years, but accepting the S-400 undermines the commitments all NATO Allies made to each other to move away from Russian systems," the statement continued.
“Turkey cannot field a Russian intelligence collection platform in proximity to where the F-35 program makes repairs, and houses the F-35,” Lord said. “Much of the F-35′s strength lies in its stealth capabilities, so the ability to detect those capabilities would jeopardize the long term security of the F-35 program. We seek only to protect the long term security of the F-35 program.”
Turkey, a partner in the F-35 program that helped fund the development of the jet, planned to buy 100 F-35As. Its first jet was rolled out in June 2018 in a festive “delivery ceremony." Though Turkey formally owns its jets, the U.S. has said it has the power to keep the planes from moving to Turkish soil and intends to keep all four existing Turkish jets from leaving the U.S.
Lord avoided saying that the door was shut on Turkey returning to the program should the S-400 be removed from its soil and repeatedly used the term “suspension” to characterize Turkey’s status in the F-35 program. When asked twice whether Turkey could be welcomed back if the situation changes, Lord did not give a direct answer one way or the other.
“At this point, the Turks have made a decision. We have said the F-35 and S-400 are incompatible. We will work forward at this point to unwind the relationship," she said.
All Turkish F-35 personnel have been informed they must leave the U.S. by July 31, including 20 individuals assigned to the Joint Program Office. Neither official would comment on if any of those individuals have requested asylum.
By March 2020, Turkey’s industrial participation in the F-35 program, which includes production on about 900 parts for the stealthy fighter, will be “unwound." Lord said the projection is this will cost Turkey’s economy around $9 billion over the life of the program. American suppliers will initially fill those production roles, but the goal is to eventually farm some of it out to other partners.
Lord said the process will have “minimal” impacts on the larger F-35 program because of the planning that has already gone on for several months.
To move the production from Turkey to the U.S. will require between $500-$600 million in nonrecurring engineering costs, Lord said. Which partners, if any, would be willing to buy the F-35s already in production for Turkey was still being worked out.
Trachtenberg consistently delivered the same message over and over: that this situation is not one that should impact the broader NATO alliance. That includes Turkey’s participation in NATO exercises, particularly upcoming events in Georgia, Germany and Ukraine.

The Air Force wants at least eight new F-15 "fourth-plus" variants in its inventory. Boeing has said the fighter will be equipped with better avionics and radars and could carry more than two dozen air-to-air missiles.

The 25mm gun on Air Force models of the Joint Strike Fighter has “unacceptable” accuracy in hitting ground targets and is mounted in housing that’s cracking, the Pentagon’s test office said in its latest assessment of the costliest U.S. weapons system.
The annual assessment by Robert Behler, the Defense Department’s director of operational test and evaluation, doesn’t disclose any major new failings in the plane’s flying capabilities. But it flags a long list of issues that his office said should be resolved -- including 13 described as Category 1 “must-fix” items that affect safety or combat capability -- before the F-35’s upcoming $22 billion Block 4 phase.
The number of software deficiencies totaled 873 as of November, according to the report obtained by Bloomberg News in advance of its release as soon as Friday. That’s down from 917 in September 2018, when the jet entered the intense combat testing required before full production, including 15 Category 1 items. What was to be a year of testing has now been extended another year until at least October.
“Although the program office is working to fix deficiencies, new discoveries are still being made, resulting in only a minor decrease in the overall number” and leaving “many significant‘’ ones to address, the assessment said.
Cybersecurity ‘Vulnerabilities’
In addition, the test office said cybersecurity “vulnerabilities” that it identified in previous reports haven’t been resolved. The report also cites issues with reliability, aircraft availability and maintenance systems.
The assessment doesn’t deal with findings that are emerging in the current round of combat testing, which will include 64 exercises in a high-fidelity simulator designed to replicate the most challenging Russian, Chinese, North Korean and Iranian air defenses.
Despite the incomplete testing and unresolved flaws, Congress continues to accelerate F-35 purchases, adding 11 to the Pentagon’s request in 2016 and in 2017, 20 in fiscal 2018, 15 last year and 20 this year. The F-35 continues to attract new international customers such as Poland and Singapore. Japan is the biggest foreign customer, followed by Australia and the U.K.
By late September, 490 F-35s had been delivered and will require extensive retrofitting. The testing office said those planes were equipped with six different versions of software, with another on the way by the time that about 1,000 planes will be in the hands of the U.S. and foreign militaries.
A spokesmen for the Pentagon’s F-35 program office had no immediate comment on the testing office’s report.
Brett Ashworth, a spokesman for Bethesda, Maryland-based Lockheed, said that “although we have not seen the report, the F-35 continues to mature and is the most lethal, survivable and connected fighter in the world.” He said “reliability continues to improve, with the global fleet averaging greater than 65% mission capable rates and operational units consistently performing near 75%.”
The Mattis Test
Still, the testing office said “no significant portion” of the U.S.’s F-35 fleet “was able to achieve and sustain” a September 2019 goal mandated by then-Defense Secretary Jim Mattis: that the aircraft be capable 80% of the time needed to perform at least one type of combat mission. That target is known as the “Mission Capable” rate.
“However, individual units were able to achieve the 80% target for short periods during deployed operations,” the report said. All the aircraft models lagged “by a large margin” behind the more demanding goal of “Full Mission Capability.”
The Air Force’s F-35 model had the best rate at being fully mission capable, while the Navy’s fleet “suffered from a particularly poor” rate, the test office said. The Marine Corps version was “roughly midway” between the other two.
The Air Force and Navy versions are also continuing to have cracks in structural components, according to the report, saying, “The effect on F-35 service life and the need for additional inspection requirements are still being determined.”
Gun Woes
The three F-35 models are all equipped with 25mm guns. The Navy and Marine versions are mounted externally and have acceptable accuracy. But the Air Force model’s gun is mounted inside the plane, and the test office “considers the accuracy, as installed, unacceptable” due to “misalignments” in the gun’s mount that didn’t meet specifications.
The mounts are also cracking, forcing the Air Force to restrict the gun’s use. The program office has “made progress with changes to gun installation” to improve accuracy but they haven’t been tested yet, according to the report."
