A report to the Toronto Community Housing Corporation (TCHC) board Thursday shows that outstanding arrears jumped 12.3% from last July to the same time this year.
(In other words the number of tenants learning to game the system is INCREASING EVERY YEAR!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!)
The dollar value climbed to an obscene $15.4-million from $13.7-million last year, says the report, which also shows that 9,900 or some 17% of all units in the TCHC portfolio are in arrears.
(Uh huh- and one wonders how many of those arears units are held by gang bangers who are DELIGHTED that TCHC has decided it CANNOT EVICT them for any reason “since they have no other place to go” and are dependent on govt!!!
CEO Kevin Marshman conceded that 2/3 of those arrears have gone beyond 30 days and 1/3 beyond 120 days.
(Ah yes- just like civil service union HOG demands - ever UPWARDS!!!!!!!!!!!!!)
This is abundantly shown by the fact that, as noted Thursday, the average value of arrears now going to the Landlord and Tenant Board (LTB) has jumped by 31% or is now an average of $3,640.
That equates to nearly 10 months rent if you consider average TCHC rents are around $400 per month.
(Isnt it ODD how govt keeps telling us they are aiming for 2 percent inflation - but then IF we get a pay raise it is maybe one percent - and when HOGS want money it always ends up as 3 percent or more - meaning 300 percent higher pay raises for HOGS than we get?? With such numbers - it takes only a few years for HOGS to be getting WAY MORE weekly PAY than we ever will!!!!!!!!!!!!!!!!!!!!)
“There is a delay getting to address initial arrears that are coming,” Marshman said.
No kidding.
But what really made me realize that TCHC is the best definition of insanity — that is, saying or doing the same thing and expecting a different result — was Marshman’s explanation for the delay.
(This is LIE-beral policy in action- Socialist minded LIE-berals are bullies who tax harass us because we are busy and have lives and no time to stand up to them - but the gang bangers will not be bullied- they have no real job and own nothing and have nothing to lose - so they can afford to defy the HOGS - especially since LIE-berals REFUSE to evict non payers or convicted criminals!!!!!!!!!!!!!!!!!!!!!)
When asked by board member John Campbell whether there is an action plan in place to reverse this, the CEO said the arrears are “structurally designed to go up” — blaming the 2010 eviction and death of Al Gosling and the subsequent 2013 and 2014 Ombudsman reports for their focus on maintaining tenancies instead of evicting tenants for non-payment of rent.
(Gosling was a sick old man- exactly the sort of CLIENT that TCHC was designed to help- and rather senile Gosling failed to properly fill out some govt paperwork- and lost a portion of his meagre income - and then fell behind in his rent payments and NO HOG could be bothered talking to him or finding out what was wrong!!!!)
(But our brave and ALWAYS socially responsible HOGS are not afraid of a sick old man and so they EVICTED Gosling- and he was to tired and bewildered to seek other aid and so he curled up out of sight on the cold concrete in a stairwell of the building he used to live in - and DIED THERE!!!!!!!!!!!!!!!!!!!!!!!!!)
(Remember Gosling the next time TCHC tells us they cannot evict gang bangers- and MUST give them some place to live -even IF THEY DON’T PAY RENT!!!!!)
“At TCHC we try to maintain tenancies … we are negotiating repayment agreements and (that means) we stay in arrears,” Marshman said.
Fact is, while interim CEO in May of 2017 he said pretty much the same thing — blaming the shifted focus and the repayment process for the $12.9-million in arrears, which were 14% higher than the year before.
(This is ONE MAJOR REASON why Toronto Silly Hall wants MORE GRAVY from Ford!! So they can cover their fiscal MADNESS!! Why are we supplying rent free housing to THUGS????????????????????????)
As I wrote at the time, the 10,332 units in arrears comprised the same 18.9% noted by the Ombudsman for 2012 when she penned her two reports.
Clearly, there is no action plan.

TCHC officials are not the slightest bit proactive about following up with tenants who let their rents slide. I’d venture to say they are downright lazy about doing so, and would further suggest if it was their own money we’d see an entirely different attitude.
(Reality is you cannot get rent money fro a drug addict who has already spent the welfare cheque!! And you cannot get rent money from a gang banger if you are afraid to approach and ask for money!! Marshman said there were things within the arrears process they could do better and that they are conducting a “significant review” of the process.
However, given that he knew about the problem in May of 2017 and did nothing, I don’t hold much hope.
The same goes for safety and security measures.
The report notes that between July 2018 and this year, there has been a 62% increase in crimes against property. Crimes against people were up 24% and serious violent incidents jumped 50%.
(Well - this does explain why TCHC is not wasting money on building repairs!!!!! Why spend scarce HOG gravy on repairs- just to satisfy thugs and vandals who don’t believe they should have to pay rent in any case!!!!!!!!!!!!!!!!!!!!!!)

Marshman said that’s due in part to the increased presence of Community Safety officers which TCHC officials make tenants feel more “confident” reporting the crimes.
That may be so.
But when Marshman was asked about the “solve” rates of those crimes that are report, he said he didn’t know the answer.
(Uh huh- and would YOU report a crime if you knew the Safety Officers went home at 4pm and the THUGS you reported would be at your door at 6pm to forcefully discuss your ideas about “social responsibility”?? TCHC tenants have been complaining for YEARS - about how thugs intimidate them!!!!!!!!!!!!!!!!!!)
Senior security official Allan Britton told the board the police investigate most of the crimes that occur on their property, and then he would ask the police to let them know whenever a crime is solved.
For heaven’s sake, what is wrong with TCHC officials?
(The only honest solution is SEPARATION of thugs and victims!!!!!!!!!!!!!!!!)
Given the heavy demands on police, would it not be far better for TCHC security officials to be proactive and follow-up with police — especially considering security is supposed to be a priority.
To reiterate: TCHC is the best definition of insanity.
