Harper DID make deals with China which I don't like. I am not an admirer of his for many reasons, this among them.
But... I remember those days. I remember the constant pressure from the Liberals and NDP as well as corporate Canada adn the media to make nice with China, pressure Harper ignored at first. So I give him some credit for having the right ideas. He often did. But also as he often did, he refused to stand behind his beliefs and caved in once the recession set in. He was the great pragmatist, after all.


The Liberals and NDP get ZERO credit, of course. They enthusiastically embraced China from the beginning. Chretien had the RCMP rough up and falsely arrest all kinds of people during the APEC summit because he'd promised the Chinese dictator he would see no protestors if only he would please, pretty please, pretty pretty please come over. "I put de pepper on my steak!" he said jovially, he and the Chinese dictator slapping palms about what you do to demonstrators. Those who followed him into the leadership took identical positions, and still hold them.
There has always been and will always be pressure to make nice with China.

I understand that Harper facing the same political pressure as anyone else is entirely unfair because only white people face discrimination and climate change is a hoax.

In any number of industries, from transportation to medicine to defense, advocates are calling on artificial intelligence to play increasingly large roles as the fields look to the future. But a new study shows there's a dirty side to AI: energy consumption.

The act of training a neural network, according to the study led by Emma Strubell of the University of Massachusetts Amherst, creates a carbon dioxide footprint of 284 tonnes-five times the lifetime emissions of an average car.

(Given this one lone fact - maybe we should ask if we want autonomous vehicles on our roads at all? For one thing they STEAL blue collar delivery jobs- in a society where jobs are getting harder to find!)

(Then add in this revelation about energy consumption and the question grows even bigger! Then throw in the fact that autonomous vehicles are ALL battery powered - and WE KNOW that Lithium battery production is a FILTHY business and then add in serious questions about HOW electricity is generated, with coal and natural gas being very often used for generation - and then ask HOW messy a job it is to dispose of old Lithium batteries- and at this point even an optimist must admit that battery power IS NOT nearly as green as its promoters are admitting!!!!!!!!!!!!!!!!!!!!!!!!)

Neural networks are sometimes considered the "brute force" hammers of the AI world, effective but inefficient. Strubell's study examined four different AIs all involved in understanding written words: Transformer,ELMo, BERT, and GPT-2. GPT-2, for example, is trained to predict the next word in 40 gigabytes of Internet text. It was trained to process words from 8 million web pages.

Strubell's team measured each AI for one day and sampled the energy consumption throughout. That figure was then multiplied by the length of time it took to train the AIs, according to their original builders. From there, the carbon footprint was based on average carbon emissions used in American power production.

Scientists identified a process known as a Neural Architecture Search (NAS) as the main offender. Using trial and error, NAS automates the design of a neural network. Referred to as one of the "new kings of the deep learning castle," NAS is seen as a "quick and dirty way of getting great accuracy for your machine learning task without much work."

(In other words- science is trying to computer mimic -in a day or two- the development of a machine with human brain capability - with the human brain taking MILLIONS of years to evolve! No wonder the electricity bill is BIG!!!!!!!)

However, training the Transformer AI, which is focused on translating between languages like French and English, with NAS is vastly more time-consuming. It only takes 84 hours to train the Transformer without NAS; with the process, it can take over 270,000 hours.

NAS is fine-tuned for extremely specific tasks within the AI framework-translating German or French, for example-meaning that expends 3,000 times the amount of energy.

(One really has to ask if it would not be cheaper to hire competent human translators for such tasks??????????)

There are limits to Strubell's study, which will be presented at the Annual Meeting of the Association for Computer Linguistics in Florence, Italy in July. Giant companies like Google and Amazon present the option to researchers of paying for cloud-based platforms that can be used to remotely train AIs. Understanding how Google and Amazon use these cloud platforms would paint a fuller picture.

(There is a further concern beyond mere power usage- which is WHO - in the end- is paying for this stuff since Google and Amazon are tacking their research costs onto our products while learning how to manipulate us? How much of the cost is being sneaked out of OUR POCKETS by companies like Google and Amazon?? Do we want a couple of private companies to have near TOTAL CONTROL of all online activity?? AND have access to all manner of retail records of what you bought, where you traveled and how??????????????????????????)

Still, the data poses enough of a concern.

“From an energy perspective, and from a carbon reduction perspective, we should be thinking about designing the services and making sure the algorithms are efficient as possible,” says Chris Priest at the University of Bristol, speaking to New Scientist.

Given the dire warning presented by the Intergovernmental Panel on Climate Change (IPCC)-the world has only 12 years to limit the damage of global warming-large carbon footprints should be examined closely. Because simply planting more trees likely won't cut it.

The federal government’s rejection of many of the Senate’s proposed amendments to Bill C-69, which would overhaul how Canada approves energy projects, is disappointing but not surprising. The Liberals did not introduce C-69 in a rush or in ignorance; the anger expressed by many in the energy industry and in the Western provinces was so intense precisely because they knew the Liberals meant what they were proposing. Expert after expert warned the Liberals that C-69, as first written, would derail major energy projects in Canada by blowing up established, understood procedures and precedents for project approvals. Those skeptical of the Liberals’ good will have no doubt wondered if the prime minister sees that as more a feature than a bug.

But the prime minister and his environment minister are not the only people with a say in the matter. The Senate took the bill to the proverbial woodshed and sent it back to the House with almost 200 amendments. It’s not a shock that the Liberals would be unhappy with that, and would reject many of them. The government has said it will accept, in whole or in part, almost 100 of the Senate’s amendments, but will reject the remainder, including the ones that resource-dependent provinces and industry groups had considered the most vital to fixing the worst of the bill.

This was foreseeable. What is surprising, and alarming, is how Justin Trudeau and his government are rejecting them — in the most inflammatory way possible.

Bill C-69, and the similar Bill C-48, the so-called “B.C. tanker ban,” which would prevent tankers from exporting Alberta’s oil from northern B.C. (but not other oil shipments) have understandably infuriated a significant portion of the Canadian public. Canadian energy has become a controversial issue in recent years, thanks largely to the ceaseless efforts of anti-oil activists, many of them foreign-based or foreign-funded, in vilifying it. There are also many forceful arguments in favour of its continued development in our national interest. Environmental sustainability and improving relations with Indigenous communities are something Canadians aspire to, yet Alberta’s energy exports are important to the province and also to the country. The debate is heated precisely because of how weighty the issues are, and because of the natural tensions between competing priorities. But properly balancing these interests is what living in a federation means. Dealing with such matters should not be beyond the ability of a government that truly puts country ahead of party.

If Trudeau and his government could at least claim that they were doing so (even if not everyone believed it), they’d at least be putting in the bare minimum effort to pretend that they view these issues as complicated but important public policy matters.

But they can’t quite bear to do the work of selling that pleasant fiction. Earlier this week, the prime minister — twice! — dismissed a letter from six premiers representing populations as regionally diverse as the Northwest Territories, Ontario and New Brunswick, that urged his government to accept the Senate’s C-69 amendments. He framed it all as some form of right-wing conspiracy. It’s true that five of the six signatories were conservative premiers (the Northwest Territory’s Bob McLeod has no partisan affiliation). But then, most provinces currently have conservative governments. It’s worth noting, as well, that the provincial premiers were not demanding anything that a majority of the Senate, including a good number of nominal independents appointed by this very prime minister, had not already recommended.

The prime minister, even before rejecting half of the amendments, could have easily done it without inciting yet more fury. Something like: “We don’t agree with everything the senators have recommended, nor with all that the premiers have asked for, but we appreciate their perspective. We will carefully consider the proposed amendments and pledge to work together to find a compromise we can all live with.” It’s not hard. It’s basic statesmanship and responsible leadership. Instead, Trudeau dismissed the letter as an assault on national unity and demanded federal Conservative Leader Andrew Scheer denounce it. It was an appalling display. Trudeau took an already divisive issue and exploited it — twice in quick succession — to take a baldly partisan swipe at a federal rival, while slandering a half-dozen of his provincial and territorial counterparts.


This was no slip of the tongue, nor was the prime minister the only offender. Environment Minister Catherine McKenna said Thursday that the government would reject “90 per cent of the Conservative amendments.” But the amendments the government was rejecting were not “Conservative” amendments, as McKenna damn well knows; Conservatives are a clear minority in the Senate. Only the agreement of a large number of Trudeau-appointed “independent” senators permitted any amendments to be sent back to the government at all. If these were Conservative amendments, Trudeau wouldn’t have been presented with them in the first place.

With these comments, the prime minister and McKenna are telling on themselves. It is clear that whatever their rhetoric about reconciliation and environmental sustainability, they’re using these bills to wage political warfare against their opponents, not to mention economic war against millions of their own citizens. All parties play partisan games, of course. But, the C-69 amendments had bipartisan support in the Senate and, in Alberta, where polls show secessionist sentiment has grown to alarming levels during Trudeau’s term, the Liberals’ preferred version of C-69 is opposed across the spectrum. The United Conservatives, the NDP, the Alberta Party and, yes, even Alberta’s Liberals, support the Senate’s amended bill, and said so in a jointly signed letter to Ottawa.

But the prime minister and McKenna don’t have the time or the regard for those who disagree with them. It’s far easier to dismiss critics as mere partisan operators than do the hard work of finding a solution that can be accepted by all in this federation of ours. If the Liberals were truly worried about unbridled partisanship endangering national unity, they wouldn’t be doing it themselves.

“So that never again would any mainstream party in Canada think it’s a good idea to stoke fears and divisions against Muslims or any other group of Canadians,” he said as people stood to their feet in thunderous applause.

The Canadian economy added 27,700 jobs in May pushing the unemployment rate to its lowest level since comparable data become available in 1976, Statistics Canada reported Friday.

The unemployment rate was down 0.3 percentage points to 5.4 per cent, as the number of people looking for work decreased sharply following little change over the previous three months, the report said.

The month of May saw a notable increase in the number of full-time self-employed people.

The number of self-employed workers rose by 62,000, while the number of employees in the public and private sectors was little changed.

CIBC senior economist Royce Mendes noted that when you drill down into the details of the jobs report some of the details weren’t as good as the headline suggested.

“The details though weren’t immaculate, if you look at where the job creation was focused,” he said.

“Yes, it was focused in full-time which is solid for the Canadian economy, but it was also attributed to self-employment, which tends to be more precarious than paid employment at companies.”

Mendes also noted that hours worked were down for the month.
