A woman who escaped violence and human trafficking, and helped shelter former CIA whistleblower Edward Snowden when he fled to Hong Kong, has arrived in Canada with her daughter after being granted refugee status.
Vanessa Rodel and her seven-year-old daughter Keana arrived in Toronto on Monday before travelling to Montreal, where they will settle in an apartment provided to them by a non-profit group that filed her 2016 asylum application.
Rodel said as soon as the plane lifted off, she felt as though she could relax and begin to think of her new life in Canada.
“I feel so great and I feel like I’m free,” she said after arriving at Toronto’s Pearson International Airport.
Her lawyer, Robert Tibbo, said Rodel’s arrival in Canada is the “first victory” in a saga that began in 2013. Rodel was part of a group that became known as Snowden’s “Guardian Angels.” They helped the fugitive at Tibbo’s request in 2013, when the whistleblower fled the United States to Hong Kong after leaking classified information about the U.S. National Security Administration.

Five other people in the “Angels” group represented by Tibbo — three adults and two children — remain in Hong Kong. They fled Sri Lanka years ago, and their applications for asylum in Hong Kong have been rejected.
Rodel said she her thoughts are with those who remain in Hong Kong who also helped Snowden.
“I’m happy, but I’m also sad because they are still left behind,” she said. “They are still stuck for many years in Hong Kong. They have so many troubles in their lives. … I’m hoping they also can come to Canada and (have) a better life.”
Tibbo urged the federal government to intercede and bring the remaining refugees to Canada.
“We are, though, very concerned that the other families have been left behind and we would like to see Mr. Trudeau and his government take necessary steps to decide the cases now,” he said.
Snowden’s leaks revealed to the world the global reach of the vast surveillance network of the U.S. and its allies. Snowden, who is still represented by Tibbo, is now in Moscow and is wanted in the United States on charges related to the leaks. The seven “Angels” gained notoriety in 2016 when their existence was revealed in Oliver Stone’s film “Snowden,” and Tibbo said they have since faced political persecution in Hong Kong.
Tibbo, originally from Montreal, and three Montreal-based lawyers set up a group to raise money for his clients who helped shelter the political fugitive. They filed asylum applications on their behalf, and collected about $350,000 for their expenses in Hong Kong and in Canada, should they all arrive in the city as privately sponsored refugees.
Foreign Affairs Minister Chrystia Freeland was asked about the case Monday in Washington, where she was meeting with U.S. Trade Representative Robert Lighthizer.
“For the private refugees, it’s a quasi-judicial process — it’s not a political process,” Freeland said. “And we can’t comment on personal cases.”
Tibbo said Rodel and her daughter’s asylum applications were clear cut.
“There really wasn’t a debate there,” he said. “And for the other families, all I can say is that their cases aren’t decided yet.”
Tibbo said Rodel fled gender-based persecution and human trafficking in the Philippines before she fled to Hong Kong. She and her daughter were accepted by Canada as refugees in January 2019. Her legal team kept their status secret until Monday.
“We wanted to make sure the wheels of the plane lifted off the ground,” Tibbo said.
The other asylum seekers are a couple from Sri Lanka named Supun Kellapatha and Nadeeka Paththini, and their two young children. The fifth is Ajit Kumara, a Sri Lankan soldier who deserted the military.
Aside from the individual reasons they fled Sri Lanka and the Philippines, Tibbo said all of the so-called angels “have a separate refugee claim based on political opinion, stemming from their association and their assistance to Mr. Snowden in 2013.”
Snowden tweeted about Rodel and her daughter on Monday.
“Thank you to all those in Canada and around the world who have made this possible,” he wrote in French. “After so many years, the first of the families who helped me is free and has a future. But the work is not over — with solidarity and compassion, Canada can save them all.”
Tibbo said Snowden was charged with three counts of theft of data under the U.S. Espionage Act.

TORONTO — A newly arrived refugee who helped shelter whistleblower Edward Snowden in Hong Kong pleaded with Canadian officials on Tuesday to grant asylum to others who assisted the American fugitive years ago.
Vanessa Rodel said her excitement at now being in Canada with her seven-year-old daughter Keana was tempered by the knowledge that people with whom she still feels a strong bond have not been so lucky.
At a news conference in Toronto, held hours before she was to travel to Montreal and move into her new home, Rodel said her fellow members of the group that came to be known as Snowden’s “Guardian Angels” should be allowed to join her.
“I don’t want them left behind,” she said of the group of five, who include Keana’s father and two half-siblings. “I don’t want to feel that I forget about them because I’m here now in Canada. They’re still hoping they can come in Canada to feel safe and free.”
Rodel and Keana arrived in Toronto on Monday afternoon, two months after the federal government formally granted them refugee status.

Their arrival brought an end to what her lawyer Robert Tibbo described as a saga dating back to 2013.
At that time, when Snowden fled to Hong Kong after divulging classified documents from the U.S. National Security Agency, Tibbo said Rodel and a handful of others banded together to help in the whistleblower’s early days as a fugitive.
The information Snowden leaked exposed the scope of massive government surveillance operations. He currently lives in Moscow and is wanted in the United States on charges related to the leaks.

VALLETTA, Malta — Migrants hijacked a cargo ship in Libyan waters Wednesday and forced the crew to redirect the vessel north to Europe, according to Italian and Maltese authorities.
As the vessel headed in a direction leading to the island nation of Malta and Italy’s shores, both countries vowed to keep the hijacked ship out of their territorial waters.
Italian Interior Minister Matteo Salvini identified the ship as the Turkish oil tanker El Hiblu 1 and said the crew had earlier rescued migrants in the Mediterranean Sea. He put the number of migrants on board at around 120 and described what was happening as “the first act of piracy on the high seas with migrants that hijacked” a cargo ship.
“Poor castaways, who hijack a merchant ship that saved them because they want to decide the route of the cruise,” Salvini, who heads the anti-migrant League party, was quoted as saying by the ANSA news agency.
There was no immediate word on the condition of El Hiblu I’s crew. Other information about the reported hijacking was unavailable or difficult to confirm while the vessel remained at sea.

Italian media reports said the ship was heading to Libya to drop off the group that was rescued when migrants seized control six miles from the Libyan coast.
A private group that operates a rescue ship and monitors how governments treat migrants, Mediterranea Saving Humans, urged compassion for the group on the hijacked vessel and said it hoped European countries would act “in the name of fundamental rights, remembering that we are dealing with human beings fleeing hell.”
The Armed Forces of Malta said military personnel were standing by and the tanker still was in Libyan territorial waters as of early Wednesday night.
A Maltese military official told Maltese media the ship was carrying 108 migrants. The official was not authorized to speak to reporters and requested anonymity.
The official also said Malta would not allow the ship to enter the country’s waters.
Salvini said weather conditions were not good and it was too early to tell if the ship was being directed toward Malta or Italy’s Lampedusa island. But he had a message for the pirates: “Forget about Italy.”
Mass migration to Europe has dropped sharply since 2015, when the continent received one million refugees and migrants from countries in the Middle East, Asia and African. The surge created a humanitarian crisis in which desperate travellers frequently drowned and leading arrival spots such as Italy and Greece struggled to house large numbers of asylum-seekers.
Along with the dangerous sea journey itself, those who attempt to cross the Mediterranean risk being stopped by Libya’s coast guard and held in Libyan detention centres that human rights groups have described as bleak places where migrants allegedly suffer routine abuse.
European Union member countries, responding to domestic opposition to welcoming immigrants, have decided to significantly downscale an EU operation in the Mediterranean, withdrawing their ships and continuing the mission with air surveillance only.
EU officials on Wednesday lamented the move, while Amnesty International reiterated its view that Europe’s collaboration with Libya to stem migration was a human rights outrage.
EU members “alert the Libyan coast guard when refugees and migrants are spotted at sea so they can be taken back to Libya, despite knowing that people there are arbitrarily detained and exposed to widespread torture, rape, killings and exploitation,” Matteo de Bellis, an international migration researcher for Amnesty. “This shameful decision has nothing to do with the needs of people who risk their lives at sea, but everything to do with the inability of European governments to agree on a way to share responsibility for them.”

Seven-year-old Canadian-born Julien may be separated from one of his parents if they are deported to separate countries on Wednesday.
On Tuesday, his parents’ lawyer was in federal court asking for a halt to the deportation of Rosalba Solares, 42, of Guatemala, and Jorge Orozco, 59, of Colombia, who had both been refused asylum status and have been living underground in Canada for 12 years without immigration status.
The family originally believed if deported, they would all go together to Colombia, but Solares has no legal right to that country and is being sent to live in her homeland.
There is no family in Canada for Julien to stay with so he will have to go with only one parent.

“I’ve never seen another case where a family is separated like this,” said lawyer Lorne Waldman, who was pleading the couple’s case on humanitarian grounds.

He said Solares fled Guatemala from an abusive partner who was a member of a local gang. Orozco fled guerrilla rebels in Colombia. They met in California before coming to Canada to seek asylum.
Waldman said the family fears for their lives in Guatemala and Colombia.
He said Julien has only lived in Canada, goes to school here and can’t travel because of an inner-ear problem. Orozco has a heart condition likely that can’t be treated in Colombia and Solares has had death threats if she returns.
The couple did not appear in court. They have been working as window cleaners in the GTA and Waldman describee them as model citizens.
“If they are deported, they won’t have the support of each other and that’s not going to be easy. It will be dangerous,” Waldman said.
The couple only came under the radar of Immigration, Refugee and Citizenship Canada after Orozco was involved in a car accident last year.
Lawyers for the government claim the couple lived in the U.S. for seven years without making any claims for protection and when they were denied asylum status in Canada, they went underground. They also noted Oroczo spent in jail in Colombia.
The court said it would render an order on Wednesday.

PHOENIX — As sirens wail in the background, migrant smugglers push adults and children through a hole beneath a border wall despite an officer’s demands on the other side that they return to Mexico.
“Return back!” the agent yells in one of two Customs and Border Protection videos released Tuesday that show how dramatic and dangerous migrant crossings into the U.S. can be when small children are involved.
“Don’t do that! Look at the child!” the agent yells in the Dec. 18 video as smugglers push adults and children through the hole under the wall of metal bollards and past a large coil of razor wire at the border in Yuma, Arizona.
“Hey, careful! Careful with the boy!” the agent off-camera cries in alarm as a man crawls out with the first of two small boys alongside the wire.
The videos have come to light amid a surge of migrant families arriving at the border, overwhelming processing and holding centres.
A record number of families crossed into the U.S. in recent months, resulting in the expansion of what President Donald Trump calls “catch and release” — freeing people the system simply can’t deal with.
Since Dec. 21, Immigration and Customs Enforcement has freed more than 125,000 people into the U.S. who came into the country as families.
In the other newly released video, several small children cry as smugglers try to help adults and children get through a hole in a border fence that passes through a water-filled channel. The Dec. 22 video was taken in the same general area as the other one and is a bit more difficult to follow.
Text included with the video says Mexican authorities responded in the second instance and were able to stop the smuggling attempt that saw the children being carried through the water.
It says one woman who was encouraged to return to her family on the Mexico side stayed in the U.S. and surrendered to Border Patrol agents.
Non-profit groups working with migrant families now crossing the border say many are fleeing violence back home, especially in Guatemala and other parts of Central America.
“To take your child through the experience of walking long distances, of being hungry, of being cold, of being in danger, you are risking everything,” said Connie Phillips, president of Lutheran Social Services of the Southwest in Phoenix. “And to be at a point where you are that hopeless, I just don’t think I can in my lifetime understand that.”

A couple with a child born in Canada have been spared a deportation which would have split the family up.
A federal court ruled that Rosalba Solares, 42, of Guatemala, and Jorge Orozco, 59, of Colombia — who had both been refused asylum status and have been living underground in Canada for 12 years without immigration status — will be allowed to stay in Canada, for now.
They were granted the right to continue to pursue their applications to remain in Canada in the courts while living in this country.
The reason: Their seven-year-old son, Julian, was born in Canada.
The family was packed and ready to head to the airport within an hour Wednesday morning when they received the news of the stay of deportation.

Family to be split up by deportation?
“We are so relieved and happy. We can unpack now. Julian was so quite and now is happy,” said Solares, adding the family will have its first peaceful night of sleep in months as they feared dangerous consequences if returned to their homelands.
“We don’t have to go back and face the dangers. It’s a dream come true.”
The family would have also been split up as Solares would be deported to Guatemala with Julian and Orozoc would be returned to Colombia.
Neither had a legal right to go to each other’s home country and there were no relatives for Julian to stay with in Canada.
Officials only became aware of the couple after Orozoc — who works as a window cleaner — was involved in a car accident last year.
The court said in its decision that because of the parents’ discreditable conduct, they should have been deported.
“That is not true in this case where the court’s primary concern and overriding duty is to ensure the best interests of a Canadian-born child are adequately considered,” the decision said.
“The parents’ conduct does diminish the irreparable harm facing, or the serious issue relating to seven-year-old Julian. Accordingly, the balance of convenience favours allowing the applicants to remain in Canada to pursue their underlying application for leave and judicial review.”
