It took Kathleen Wynne’s Ontario Liberals a decade to dig itself into such a deep hole that it lost party status.
At least two things contributed to reducing the Ontario Liberals to rubble apart from the miscellaneous scandals.
One, Wynne’s own gargantuan ego that she could beat the odds, whatever they might be. Wynne was in it for herself. The Liberal party not so much.
Second, she lost touch with people. It made it easy for Doug Ford’s Progressive Conservatives to run on a simple three-word slogan: “For the People.” It wasn’t sophisticated but it worked.

The same disease is now afflicting the governing federal Liberals. But, instead of incrementally losing touch with reality, Prime Minister Justin Trudeau is in a free-fall seven months before the election and after only three years in power. Trudeau thinks acting the role of Prime Minister instead of actually doing the job is good enough.

Just about everyone who’s familiar with Lavscam sees a government out of touch with reality. The only exceptions are a clutch of politicos in the Prime Minister’s Office and the Privy Council Office. And the PCO head Michael Wernick’s disgraceful appearances at the Justice Committee show that he’s unfit for the job, shooting Trudeau’s partisan bullets at Jody Wilson-Raybould.
Outside government, wacky Sheila Copps of Rat Pack fame and loopy Toronto Star columnist Heather Mallick think everything’s fine. Nothing to see here.
Trudeau claimed when elected that “Canada is back.” Now it seems a more apt claim would be that “Canada’s going backwards.”
The Organization for Economic Co-operation and Development is reviewing Canada’s compliance with the OECD Anti-Bribery Convention. That’s the kind of review you’d expect of developing countries rife with corruption.
Interestingly, Trudeau and his bunch of gofers justified harassing Wilson-Raybould into a deferred prosecution agreement by claiming they could save 9,000 jobs. But a country being under an OECD bribery investigation sends bad vibes to international businesses who might want to invest in Canada. Brilliant.
How serious is Trudeau taking this?
He gave a press conference where his spinners were suggesting ahead of time, he would be contrite, maybe even apologetic. Not a chance. It was our former substitute drama teacher at his best. Appearing calm, speaking slowly, Trudeau blamed Wilson-Raybould for not coming to him with her protests. She, of course, has presented very compelling evidence to the contrary.
On Wednesday, the Justice Committee was to hold an emergency meeting to discuss bringing back Wilson-Raybould for a second appearance. Instead, the Liberals used their majority to adjourn the committee’s work to budget day, hoping no doubt that the budget’s news would drown out Lavscam.
As for Trudeau he was vacationing in North Captiva Island, an off mainland remote tourist destination only accessible by charter boat. (Hopefully the Agha Khan didn’t pick up the tab for the transfer this time.) Less than two days after arriving, he was jetting it back to Ottawa on his Challenger jet “for private meetings.” Then appeared on his twitter feed in a photo-op with Finance Minister Bill Morneau before heading back out of dodge to sun-drenched Florida.
Figures. Photo ops are apparently priceless for Trudeau. It likely cost tens of thousands of our dollars for that one. Oh, and he used his time in Ottawa to call the Kenyan president about the Ethiopian Airlines crash. I guess phones don’t work in Florida.
First, if Trudeau has any chance of surviving Lavscam and winning the election, he has to check his ego at the door. Second, he has to fess up and admit he and his cronies messed up and won’t interfere with criminal prosecutions again.
Otherwise Conservative Opposition Leader Andrew Scheer might be tempted to steal the “For the People” slogan for the October election.

Why did Justin Trudeau try to shelve the prosecution of SNC Lavalin? He claims it was to “save jobs”. If SNC were forced to stand trial for fraud and bribery, the story goes, the company would be banned from federal contracts and its headquarters would leave Montreal.

But even if you believe that jobs trump the rule of law, there is still a problem with the story: It is false.

Let’s start with the headquarters. Former Attorney General Jody Wilson-Raybould testified that, “The Prime Minister again cited potential loss of jobs and SNC moving. Then to my surprise – the Clerk started to make the case for the need to have a DPA – he said ‘there is a board meeting on Thursday (Sept 20) with stock holders’ … ‘they will likely be moving to London if this happens’… ‘and there is an election in Quebec soon’…”. [All emphasis added]. She reports that the Finance Minister’s Chief of Staff, and a senior Trudeau advisor also told her the headquarters would leave Montreal unless she shelved charges against the company.

Their claim makes no sense. Moving its headquarters would not allow the company to avoid trial or reduce the consequences of conviction.

Furthermore, it is impossible for SNC to move its HQ at present. It must stay in Montreal as a condition of a $1.5 billion loan deal with the Quebec pension fund. A March 2018 SNC report to its shareholders confirms: “SNC-Lavalin has undertaken that, for a period of seven years, the head office of SNC-Lavalin will remain in Montreal and will remain the focus of SNC-Lavalin’s strategic decision-making, a significant portion of SNC-Lavalin’s management team, including its Chief Executive Officer, will be resident in the Province of Quebec…”.

Furthermore, the company has 20-year lease for the Montreal HQ, keeping the company there until 2037. At the same time, it announced a “major workplace renovation” to the space, something you don’t do if you’re moving.

Even after learning that the Director of Public Prosecutions had refused to grant the company a remediation agreement, CEO Neil Bruce told the Toronto Star that SNC is not moving. “Bruce also insisted the company is committed to remaining headquartered in Montreal. ‘We absolutely want to be based here in Quebec, here in Canada,’ he said.”
So why did team Trudeau tell the Attorney General that the headquarters was moving, even though it was plainly not? That question could take the scandal to a whole other level. It is one thing for them to apply undue pressure on the Attorney General. But many times worse if they lied to do it.

Elsewhere, some have claimed that the employees would lose their jobs if SNC is convicted, because the company would face a ban on federal contracts.

That too is false.

The Ineligibility and Suspension Policy, which contains the ban on contracts for corporate criminals, includes a “Public Interest Exception” to avoid “significant adverse impact” on the “…economic or financial well-being of the people of Canada”. All that is required is for the Deputy Minister of Public Procurement to sign an “Administrative Agreement” with the offending company to lift the ban.

In fact, the government had already signed such a deal with SNC in December 2015, allowing the company to continue federal contracts, even though it had been banned for the original corruption charges.

The government is already working on plans to grant further exceptions to companies even after conviction. In other words, the claim that Trudeau needed to block the prosecution so SNC could keep getting government contracts is plainly false.

Also, the Quebec government would continue to do business with SNC even after a conviction, given Premier Legault’s unconditional support of the company. Ontario appears no different. This week, Ottawa City Council backed a $600 million SNC mass transit project. The city did that knowing that the company had been denied a deferred prosecution agreement and the contract will go ahead even if SNC is convicted.

In other words, there is no evidence that going to trial will cost the company its government contracts or workers their jobs.
Trudeau, Butts and Wernick have all been asked for evidence for their claim that “9000 jobs are at stake”. None has offered a shred of proof.

So it is not about jobs. That raises the question: what was the real motivation for this unprecedented interference?
Think about it. Trudeau changed the Criminal Code to allow SNC a deal to dodge prosecution. When the Director of Public Prosecutions refused to grant one, Trudeau tried to get the Attorney General to make it happen; and when she wouldn’t, he shuffled her to another post.

All that, for what?

The proof is clear: he wasn’t protecting jobs.

That leaves the real motive: protecting a powerful Liberal-linked corporation, with an army of lobbyists and friends in high places.

Liberal MPs on the Commons Justice committee say their work is done and any further examination of the SNC-Lavalin affair should be left to the conflict of interest and ethics commissioner.
The five Liberals on the committee wrote to chair Anthony Housefather today, outlining their argument that the committee has completed its work and laying out what they think should happen next.
"As committee members, we have achieved our objectives with respect to these meetings," the letter said. "Following the testimony of all witnesses, we believe that all the rules and laws were followed.
"Canadians now have the necessary information to arrive at a conclusion. As parliamentarians, we respect the work of the conflict of interest and ethics commissioner and believe the ongoing study by this independent officer of Parliament is the appropriate way forward."
The justice committee was looking into allegations that the Prime Minister's Office inappropriately pressured former justice minister and attorney general Jody Wilson-Raybould to allow Quebec engineering firm SNC-Lavalin to avoid criminal prosecution on bribery charges providing it met certain conditions laid out in a remediation agreement.
Wilson-Raybould told the committee last month that 11 members of the PMO and other government departments applied inappropriate pressure to her in her role as attorney general — and that she was shuffled out of her cabinet post when she refused to do their bidding.
Gerry Butts, Prime Minister Justin Trudeau's former principal secretary, told the committee that no such pressure was applied, and Wilson-Raybould was only removed from her role as a part of a cabinet shuffle and nothing more.
Opposition MPs have been pushing for Wilson-Raybould to return to the committee to talk about why she later resigned from cabinet, but Liberal MPs — who hold a majority on the committee — are now likely to introduce a motion to shut down further study when they meet on Tuesday.
'Rushing to judgment'
Conservative Leader Andrew Scheer was quick with his condemnation of the move on social media, accusing Trudeau of trying to hide the facts from Canadians.
"Justin Trudeau has lawyered up. His Liberal MPs will shut down the Justice committee. The only possible conclusion Canadians can reach is that Trudeau is engaged in a massive coverup," he said.
That sentiment was echoed by NDP Leader Jagmeet Singh, who said the Liberals have just reached a new low by deciding to shut down the committee.
"That means no more testimony and no more answers that you deserve," he said on Twitter.
In the letter signed by Randy Boissonnault, Iqra Khalid, Ali Ehsassi, Ron McKinnon and Colin Fraser, the Liberal MPs said they set out to probe the allegations with an "open mind" but accuse opposition MPs on the committee of falling short of that standard.
"We note that the opposition parties rushed to judgment even before hearing all the relevant information," the letter said.
"Tomorrow will be the 11th meeting over five weeks where the committee has discussed this topic. We heard 13 hours of comprehensive testimony from 10 different witnesses. Canadians can judge for themselves the facts, perspectives and relevant legal principles."

Conservative Leader Andrew Scheer is threatening to use "emergency actions" in Parliament after the majority Liberal MPs on the justice committee shut down an investigation into the SNC-Lavalin affair.
"This is an abuse of power. It's an affront to democracy and an attack on Parliament," Scheer told reporters Tuesday after the committee finished meeting behind closed doors.
"This is corruption on top of corruption on top of corruption."
The committee was looking into allegations the Prime Minister's Office and other officials inappropriately pressured Jody Wilson-Raybould, justice minister and attorney general at the time, to allow Quebec engineering firm SNC-Lavalin to avoid criminal prosecution on bribery charges providing it met certain conditions in a remediation agreement.
After about two hours, members of the Conservative Party and NDP emerged and said the Liberals — who hold the majority — voted in favour of a motion to "consider the meetings on this topic to be concluded."
Scheer said Conservatives "will consider emergency actions in Parliament to stop this coverup and highlight what Justin Trudeau has done."
Finance Minister Bill Morneau is slated to deliver his budget speech at 4 p.m. ET in the House of Commons.
Scheer was asked repeatedly if the opposition would delay its delivery. ………….more
