I wonder how many of these 115 Companies are in Quebec and Ontario. Seems like they should all be fined and the funds going into the public coffers rather that the public coffers coming to bail out a nest of crooked Canadians, . . . yet again.

It is a distraction rather than he needs some coke-bottles as glasses. SNC was finished as a company in 2013. When you are banned by the World Bank you are 'out of business' so trying to save jobs would do what.

2013 was the the Conservatives, SNC should have been settled by 2015 rather than an investigation just beginning.

“This is the outcome of a World Bank investigation relating the Padma Bridge project in Bangladesh where World Bank investigators closely cooperated with the Royal Canadian Mounted Police in an effort to promote collective action against corruption.”
As a result of the misconduct found during the probe, the Montreal-based engineering and construction firm, and its affiliates as per World Bank policy, were debarred in April 2013 for 10 years, as part of a settlement with SNC-Lavalin. And in one fell swoop, 115 Canadian firms were blacklisted by the World Bank, making Canada seemingly look like the worst offending country.
It’s quite the jump from 2012, when no Canadian companies were barred.
The long list of debarments mainly stems from just one large Canadian firm, but it still prompted some headlines around the world to point to Canada as being home to the most corrupt companies in the world.

This represents the longest debarment period that has ever been agreed to in a World Bank settlement.
WASHINGTON, April 17, 2013 - The World Bank Group today announced the debarment of SNC-Lavalin Inc. - in addition to over 100 affiliates - for a period of 10 years following the company’s misconduct in relation to the Padma Multipurpose Bridge Project in Bangladesh, as well as misconduct under another Bank-financed project. SNC-Lavalin Inc. is a subsidiary of SNC-Lavalin Group, a Canadian company, and represents more than 60% of its business.
The debarment is part of a Negotiated Resolution Agreement between the World Bank and SNC-Lavalin Group following a World Bank investigation into allegations of bribery schemes involving SNC-Lavalin Inc. and officials in Bangladesh.
While the investigation was ongoing, the World Bank’s Integrity Vice Presidency also learned of misconduct by SNC-Lavalin Inc. in relation to the World Bank-financed Rural Electrification and Transmission project in Cambodia.
The debarment can be reduced to eight years if the companies comply with all conditions of the agreement. The remainder of the SNC-Lavalin Group has been conditionally non-debarred for the same period of time. Under this sanction, the remainder of SNC-Lavalin Group faces debarment if they fail to comply with the terms and conditions of the Agreement.
"This case is testimony to collective action against global corruption,” said Leonard McCarthy, World Bank Integrity Vice President. “Once we had evidence of the company’s misconduct, we referred the matter to the Royal Canadian Mounted Police whilst the World Bank finalized its investigation. Going forward, I hope that SNC-Lavalin’s commitment under this agreement represents meaningful action in deterring the risks of fraud and corruption to development projects.
SNC-Lavalin’s misconduct involved a conspiracy to pay bribes and misrepresentations when bidding for Bank-financed contracts in violation of the World Bank’s procurement guidelines. Under the Agreement, the SNC-Lavalin Group and its affiliates commit to cooperating with the World Bank’s Integrity Vice Presidency and continuing to improve their internal compliance program. The debarment of SNC-Lavalin Inc. qualifies for cross-debarment by other MDBs under the Agreement of Mutual Recognition of Debarments that was signed on April 9, 2010.

The World Bank Integrity Vice Presidency (INT) is responsible for preventing, deterring and investigating allegations of fraud, collusion and corruption in World Bank projects, capitalizing on the experience of a multilingual and highly specialized team of investigators and forensic accountants.
Key results of INT’s work in FY12-13 include:

  • 72 entities sanctioned in FY 13 including settlements where companies are debarred as a default sanction in addition to committing to cooperation with the Integrity Vice Presidency.

  • 252 jointly recognized debarments among MDBs that signed the Cross Debarment agreement.

  • Building precautions against fraud and corruption in high-risk projects.

  • The World Bank introduced its new App to report fraud and corruption allegations relating to its projects.   • Following Alstom’s acknowledgment of misconduct in relation to a Bank-financed hydropower project in Zambia, the World Bank debarred Alstom Hydro France and Alstom Network Schweiz AG (Switzerland) - in addition to their affiliates - for a period of three years as part of a Negotiated Resolution Agreement between Alstom and the World Bank which also includes a restitution payment by the two companies totaling approximately $9.5 million.

  • The second meeting of the International Corruption Hunters Alliance brought together 175 senior enforcement and anticorruption officials from 6 regions, to inject momentum into global anti-corruption efforts.

  • Cooperation agreements in support of parallel investigations, asset recovery and information sharing with the UK Serious Fraud Office, the European Anti-Fraud Office, Interpol, the International Criminal Court, USAID, the Australian Agency for International Development, the UN Office for Internal Oversight and several other national authorities.

It took Kathleen Wynne’s Ontario Liberals a decade to dig itself into such a deep hole that it lost party status.
At least two things contributed to reducing the Ontario Liberals to rubble apart from the miscellaneous scandals.
One, Wynne’s own gargantuan ego that she could beat the odds, whatever they might be. Wynne was in it for herself. The Liberal party not so much.
Second, she lost touch with people. It made it easy for Doug Ford’s Progressive Conservatives to run on a simple three-word slogan: “For the People.” It wasn’t sophisticated but it worked.

The same disease is now afflicting the governing federal Liberals. But, instead of incrementally losing touch with reality, Prime Minister Justin Trudeau is in a free-fall seven months before the election and after only three years in power. Trudeau thinks acting the role of Prime Minister instead of actually doing the job is good enough.

Just about everyone who’s familiar with Lavscam sees a government out of touch with reality. The only exceptions are a clutch of politicos in the Prime Minister’s Office and the Privy Council Office. And the PCO head Michael Wernick’s disgraceful appearances at the Justice Committee show that he’s unfit for the job, shooting Trudeau’s partisan bullets at Jody Wilson-Raybould.
Outside government, wacky Sheila Copps of Rat Pack fame and loopy Toronto Star columnist Heather Mallick think everything’s fine. Nothing to see here.
Trudeau claimed when elected that “Canada is back.” Now it seems a more apt claim would be that “Canada’s going backwards.”
The Organization for Economic Co-operation and Development is reviewing Canada’s compliance with the OECD Anti-Bribery Convention. That’s the kind of review you’d expect of developing countries rife with corruption.
Interestingly, Trudeau and his bunch of gofers justified harassing Wilson-Raybould into a deferred prosecution agreement by claiming they could save 9,000 jobs. But a country being under an OECD bribery investigation sends bad vibes to international businesses who might want to invest in Canada. Brilliant.
How serious is Trudeau taking this?
He gave a press conference where his spinners were suggesting ahead of time, he would be contrite, maybe even apologetic. Not a chance. It was our former substitute drama teacher at his best. Appearing calm, speaking slowly, Trudeau blamed Wilson-Raybould for not coming to him with her protests. She, of course, has presented very compelling evidence to the contrary.
On Wednesday, the Justice Committee was to hold an emergency meeting to discuss bringing back Wilson-Raybould for a second appearance. Instead, the Liberals used their majority to adjourn the committee’s work to budget day, hoping no doubt that the budget’s news would drown out Lavscam.
As for Trudeau he was vacationing in North Captiva Island, an off mainland remote tourist destination only accessible by charter boat. (Hopefully the Agha Khan didn’t pick up the tab for the transfer this time.) Less than two days after arriving, he was jetting it back to Ottawa on his Challenger jet “for private meetings.” Then appeared on his twitter feed in a photo-op with Finance Minister Bill Morneau before heading back out of dodge to sun-drenched Florida.
Figures. Photo ops are apparently priceless for Trudeau. It likely cost tens of thousands of our dollars for that one. Oh, and he used his time in Ottawa to call the Kenyan president about the Ethiopian Airlines crash. I guess phones don’t work in Florida.
First, if Trudeau has any chance of surviving Lavscam and winning the election, he has to check his ego at the door. Second, he has to fess up and admit he and his cronies messed up and won’t interfere with criminal prosecutions again.
Otherwise Conservative Opposition Leader Andrew Scheer might be tempted to steal the “For the People” slogan for the October election.

I agree run as independent would be tricky, but if she promotes it as rejoining the Libs. after ethics are restored it could work if she is popular

If she were running in my riding, I'd seriously consider voting for her regardless of her party affiliation, though her running as an independent would only increase the probability that I vote for her.

The only reason I say 'probably' is that I'd obviously need to consider other factors and would most certainly scrutinize her more if she were in my riding and I could actually vote for her. I can say though that if I did vote for another candidate, it would not be a vote AGAINST JWR but a genuine vote FOR the other candidate.

Regardless of whether I'd vote for her or not, she's already earned my respect.

I think Vancouver Granville is a riding that can change parties with ease . I don’t believe JWR is a lock wearing liberal red . Time will tell , her name recognition is high .

How will committee probe of SNC-Lavalin controversy end?

As yet, there’s no official agenda for tomorrow’s in camera session, but in the wake of last week’s mid-hiatus meet-up, which was brought to an abrupt end when the five Liberal members used their majority clout to adjourn proceedings, the opposition parties are already predicting that those same Liberals may be ready to force the committee to start wrapping up its investigation — very possibly without hearing another word of testimony.

Tomorrow's a big day, is it going to be the budget that wins the headlines, or the deliberate and obvious attempt to cover-up Trudeau Liberal's filthy actions and bury the truth of what actually happened relating to SNC?

TRUDEAU’S MEDDLING IN SNC TRIAL HAD NOTHING TO DO WITH JOBS

Why did Justin Trudeau try to shelve the prosecution of SNC Lavalin? He claims it was to “save jobs”. If SNC were forced to stand trial for fraud and bribery, the story goes, the company would be banned from federal contracts and its headquarters would leave Montreal.

But even if you believe that jobs trump the rule of law, there is still a problem with the story: It is false.

Let’s start with the headquarters. Former Attorney General Jody Wilson-Raybould testified that, “The Prime Minister again cited potential loss of jobs and SNC moving. Then to my surprise – the Clerk started to make the case for the need to have a DPA – he said ‘there is a board meeting on Thursday (Sept 20) with stock holders’ … ‘they will likely be moving to London if this happens’… ‘and there is an election in Quebec soon’…”. [All emphasis added]. She reports that the Finance Minister’s Chief of Staff, and a senior Trudeau advisor also told her the headquarters would leave Montreal unless she shelved charges against the company.

Their claim makes no sense. Moving its headquarters would not allow the company to avoid trial or reduce the consequences of conviction.

Furthermore, it is impossible for SNC to move its HQ at present. It must stay in Montreal as a condition of a $1.5 billion loan deal with the Quebec pension fund. A March 2018 SNC report to its shareholders confirms: “SNC-Lavalin has undertaken that, for a period of seven years, the head office of SNC-Lavalin will remain in Montreal and will remain the focus of SNC-Lavalin’s strategic decision-making, a significant portion of SNC-Lavalin’s management team, including its Chief Executive Officer, will be resident in the Province of Quebec…”.

Furthermore, the company has 20-year lease for the Montreal HQ, keeping the company there until 2037. At the same time, it announced a “major workplace renovation” to the space, something you don’t do if you’re moving.

Even after learning that the Director of Public Prosecutions had refused to grant the company a remediation agreement, CEO Neil Bruce told the Toronto Star that SNC is not moving. “Bruce also insisted the company is committed to remaining headquartered in Montreal. ‘We absolutely want to be based here in Quebec, here in Canada,’ he said.”
So why did team Trudeau tell the Attorney General that the headquarters was moving, even though it was plainly not? That question could take the scandal to a whole other level. It is one thing for them to apply undue pressure on the Attorney General. But many times worse if they lied to do it.

Elsewhere, some have claimed that the employees would lose their jobs if SNC is convicted, because the company would face a ban on federal contracts.

That too is false.

The Ineligibility and Suspension Policy, which contains the ban on contracts for corporate criminals, includes a “Public Interest Exception” to avoid “significant adverse impact” on the “…economic or financial well-being of the people of Canada”. All that is required is for the Deputy Minister of Public Procurement to sign an “Administrative Agreement” with the offending company to lift the ban.

In fact, the government had already signed such a deal with SNC in December 2015, allowing the company to continue federal contracts, even though it had been banned for the original corruption charges.

The government is already working on plans to grant further exceptions to companies even after conviction. In other words, the claim that Trudeau needed to block the prosecution so SNC could keep getting government contracts is plainly false.

Also, the Quebec government would continue to do business with SNC even after a conviction, given Premier Legault’s unconditional support of the company. Ontario appears no different. This week, Ottawa City Council backed a $600 million SNC mass transit project. The city did that knowing that the company had been denied a deferred prosecution agreement and the contract will go ahead even if SNC is convicted.

In other words, there is no evidence that going to trial will cost the company its government contracts or workers their jobs

Trudeau, Butts and Wernick have all been asked for evidence for their claim that “9000 jobs are at stake”. None has offered a shred of proof.

So it is not about jobs. That raises the question: what was the real motivation for this unprecedented interference?
Think about it. Trudeau changed the Criminal Code to allow SNC a deal to dodge prosecution. When the Director of Public Prosecutions refused to grant one, Trudeau tried to get the Attorney General to make it happen; and when she wouldn’t, he shuffled her to another post.

All that, for what?

The proof is clear: he wasn’t protecting jobs.

That leaves the real motive: protecting a powerful Liberal-linked corporation, with an army of lobbyists and friends in high places.


Butts resigns over this fiasco. Warnick resigns today of these shenanigans. Trudeau? Can't see it happening (ethics?) at all. Trudeau welcomes the probing by the Ethics Commissioner (who is out on a long leave the last I've heard for an indefinite period, like maybe until after the election in October?).

Dion, named to the post in January 2018, has been leading the investigation by his office into allegations of attempted political interference in the SNC-Lavalin affair since last month, although his office has refused to confirm whether that specific investigation remains ongoing.

Liberals on justice committee say it's time to end SNC-Lavalin probe

Liberal MPs on the Commons Justice committee say their work is done and any further examination of the SNC-Lavalin affair should be left to the conflict of interest and ethics commissioner.
The five Liberals on the committee wrote to chair Anthony Housefather today, outlining their argument that the committee has completed its work and laying out what they think should happen next.
"As committee members, we have achieved our objectives with respect to these meetings," the letter said. "Following the testimony of all witnesses, we believe that all the rules and laws were followed.
"Canadians now have the necessary information to arrive at a conclusion. As parliamentarians, we respect the work of the conflict of interest and ethics commissioner and believe the ongoing study by this independent officer of Parliament is the appropriate way forward."
The justice committee was looking into allegations that the Prime Minister's Office inappropriately pressured former justice minister and attorney general Jody Wilson-Raybould to allow Quebec engineering firm SNC-Lavalin to avoid criminal prosecution on bribery charges providing it met certain conditions laid out in a remediation agreement.
Wilson-Raybould told the committee last month that 11 members of the PMO and other government departments applied inappropriate pressure to her in her role as attorney general — and that she was shuffled out of her cabinet post when she refused to do their bidding.
Gerry Butts, Prime Minister Justin Trudeau's former principal secretary, told the committee that no such pressure was applied, and Wilson-Raybould was only removed from her role as a part of a cabinet shuffle and nothing more.
Opposition MPs have been pushing for Wilson-Raybould to return to the committee to talk about why she later resigned from cabinet, but Liberal MPs — who hold a majority on the committee — are now likely to introduce a motion to shut down further study when they meet on Tuesday.
'Rushing to judgment'
Conservative Leader Andrew Scheer was quick with his condemnation of the move on social media, accusing Trudeau of trying to hide the facts from Canadians.
"Justin Trudeau has lawyered up. His Liberal MPs will shut down the Justice committee. The only possible conclusion Canadians can reach is that Trudeau is engaged in a massive coverup," he said.
That sentiment was echoed by NDP Leader Jagmeet Singh, who said the Liberals have just reached a new low by deciding to shut down the committee.
"That means no more testimony and no more answers that you deserve," he said on Twitter.
In the letter signed by Randy Boissonnault, Iqra Khalid, Ali Ehsassi, Ron McKinnon and Colin Fraser, the Liberal MPs said they set out to probe the allegations with an "open mind" but accuse opposition MPs on the committee of falling short of that standard.
"We note that the opposition parties rushed to judgment even before hearing all the relevant information," the letter said.
"Tomorrow will be the 11th meeting over five weeks where the committee has discussed this topic. We heard 13 hours of comprehensive testimony from 10 different witnesses. Canadians can judge for themselves the facts, perspectives and relevant legal principles."

Scheer threatens 'emergency actions' after Liberals shut down SNC-Lavalin probe

Conservative Leader Andrew Scheer is threatening to use "emergency actions" in Parliament after the majority Liberal MPs on the justice committee shut down an investigation into the SNC-Lavalin affair.
"This is an abuse of power. It's an affront to democracy and an attack on Parliament," Scheer told reporters Tuesday after the committee finished meeting behind closed doors.
"This is corruption on top of corruption on top of corruption."
The committee was looking into allegations the Prime Minister's Office and other officials inappropriately pressured Jody Wilson-Raybould, justice minister and attorney general at the time, to allow Quebec engineering firm SNC-Lavalin to avoid criminal prosecution on bribery charges providing it met certain conditions in a remediation agreement.
After about two hours, members of the Conservative Party and NDP emerged and said the Liberals — who hold the majority — voted in favour of a motion to "consider the meetings on this topic to be concluded."
Scheer said Conservatives "will consider emergency actions in Parliament to stop this coverup and highlight what Justin Trudeau has done."
Finance Minister Bill Morneau is slated to deliver his budget speech at 4 p.m. ET in the House of Commons.
Scheer was asked repeatedly if the opposition would delay its delivery. ………….more
