Not so much more backward as we had a long way to go. The progress we made in the 50s-70s was epic by any standard. All the world admired our willingness to put our problems in the store window for all to see, and watch how we dealt with them.

But we started from a super-dark place. Please note that our Constitution explicitly called for different legal status for blacks and natives. The formalization of racial discrimination in our founding documents made it that much harder to get past it.

As you have seen, we're still working on it.

We might want to remember that the US (and CDA) are still very young nations by comparison to Europe etc. Some cultural issues take generations to change. Particularly if they have been entrenched from early days........ and /or reinforced by early lawmakers. How people saw things when the a nation was being formed is considerably different from how folks see things now..... Enlightenment is a gradual process. There is also the resistance to change factor.
