The NFL is worse Sport in the world. A total mess to South America and Europe and Africa of soccer interests across three planet place then have Mexico of North America by soccer interests but Asia have SEATO by warzone interests and the United States will have more Army soldiers if they did not remain of NATO in domestic !!!!
If you mean highest Net Value inclusive of stadiums, dedicated broadcast networks, sponsorships, merchandizing, and with European soccer the value of potential trades, I still think that might be Manchester United. Which, at least until its current malaise, had a nominal fan base of 650 million world wide. I think the highest valued American franchise might be the NY Yankees rather than the Dallas Cowboys. The Yankees have a huge fan base in Latin America.

At a cost of at least $5 million for every 30 seconds of commercials with a total of 51 minutes & 30 seconds in tv commercial time, the league will make much $$$ for the Super Bowl. This doesn't even include radio commercial time.

NFL is doing so well financially that they have the luxury of rejecting multi million dollar ads like that.
