Tariffs are taxes.

Softwood lumber tariffs are special taxes being paid by Americans who are trying to rebuild after a couple of years of devastating hurricanes with, apparently, no ill effects on the Canadian producers. What an evil, cynical bunch they have running their country.
Yes they are the way that the 99% replaces the money being gifted to the 1% - at least to a degree. They will never pay it all back but debt no longer matters.

paying back the economic debt that exists due to tax cuts.

As Mr Harper illustrated - conservatives around the world will not tolerate debt reduction. Debt is their birthright.

Mexico will consider all possible actions in response to Canadian steel tariffs, including the possibility of going to the World Trade Organization, Deputy Economy Minister Juan Carlos Baker said on Monday.
Mexico's government has rejected Canada's move to impose new quotas and tariffs on imports of seven categories of steel from many countries, including Mexico.

Totally agree, even higher if you change Trump to USA.

No, Canada did not need to respond. It had the choice to decide to let the US shooting itself in the foot without copying its foolish example.
