Poor people (as defined by how much money they make) spend something like 170% of their income.
SO minimum wage workers are not socking away money for another day. They are busily spending every penny they earn, and then some.
The only money out there are needs encouragement to get spent is in the hands of people who make more money than they spend on things.

You forgot numerous tax increases by multiple levels of government.There is a real lack of disposable income in Canada lately, being we are the kings of personal debt, and with rising interest rates on credit, and rising gas prices, we are headed for a super duper financial disaster.
The only budgets that balance themselves are dead ones.
