Should religious rights extend beyond the essentials?

For example, the Qur'án and ahadith prohibit the consumption of alcool but not the serving of alcohol. They teach cleanliness and that dogs are dirty but never explicitly prohibit the touching of a dog. They also don't explicitly prohibit covering the face.

So the question is, should religious rights extend beyond what the sacred text explicitly prohibit or not?
