That is what happens when an industry is allowed to regulate itself. Essentially internet in Canada resembles the medieval guild system in which price, quality, and the right to offer a service were cosily arranged among the existing merchants. This resulted in a system in which there was little or no competition and in which the cost of the goods or service was the same from merchant to merchant. It tended to stifle competition thus limiting innovation, competitive pricing, and the quality of the product. Sadly, it appears that the only way in which Canadians will get an internet system capable of matching the needs of the 21st Century is for the government to step in either at the federal or provincial levels.
