It used to be that profits from the Saskatchewan potash corp. kept Saskatchewan taxes down.
Then in the 80's someone conned Saskatchewanians into letting a few people take it over so only that few people got the profits, such that everyone else's taxes went up to keep services running.
Because people didn't want their taxes to go up, that led to cutting of services. The few owners of the potash corp got richer, and options for everyone else were to pay more taxes, or lose services.
Civilization is measured by the quality of services, so civilization went down, and a few people got richer in order to rule like they used to back in the Macedonian ages.
It's just an old-fashioned takeover of the power from the people into the hands of a few, similar to how the first empires were hammered out from the small villages living up and down the Tigris, Euphrates, and Nile by a few empire builders.
The thing that gets me is... what's their thrill? Were they molested as children?
We can build virtual-reality tanks for people who want to take over the world to plug into and experience the phenomena subjectively. They just plug in for awhile, get to experience the subjective experience of taking over the world, and get satisfied without actually hurting anyone.
Virtual-reality tanks like that are not imagination, because the US Army is starting to use them to get guys to relive the experiences that threw them into PTSD in order for them to relive it enough times to get over it. (Turns out it's possible to get over PTSD if you can relive it enough time to not be shocked by the memory recall).
