Not that much different than most cities here. Only we do it on the front end so to speak. Water meters bill you by the M3 of water used. So use the system those of us with wells and septic tanks use: If its yellow, its mellow.
If its brown, flush it down.

When I was a young kid growing up, we had toilets that didn't need flushing- maybe they were better than we thought at the time.

While these policies may seem absurd, they are likely designed to address some very serious issues - in particular the current drought and heat wave in Australia - something those that like to scoff at climate change seem to ignore while counting snow flakes outside their own narrow windows.

The efficient use of water is something many countries in Europe already understand and have policies and procedures in place to conserve water consumption. Only in obese over-use North America do we see efforts to make the use of natural resources as some kind of "government intervention".

North Americans are the gluttons of the earth in terms of wasting natural resources.
