The ability of a person to learn and succeed if taught even in adulthood to change into more complex thought and living arrangements, is certainly not measured by the skin tone.
We're talking apples and oranges.

The racist factor is assuming what we westernized and 'civilized' humans do is more intelligent than the native Black still locked into pre-mechanized lifestyle. This is not the measure of intelligence at all.... Intelligence is the capability of learning and accomplishment if given the opportunity to be taught for comparison. That the Black has not been offered mechanized assistance does in no way indicate they could not utilize it once shown how. Africa the continent has many many large cities living in the modern world - are the people who live and work there lacking in intelligence? Hardly.
And in comparison - we 'uplifted modern pale-skinned folk' are still declaring war with other nations - with better, more efficient killing machines. How's that for intelligence?
