That does happen, Twila. Most of the PMUs in Canada follow a code of practices that allows the mares a break though. That has two parts to it...the farmers are around the animals all the time so they get to know them and, more importantly, a well-treated animal is productive for longer so there's a long-term financial benefit.
Those foals are also worth money...the females because they grow up to produce more urine and the males to be sold as riding horses or, much more commonly, slaughter stock.
The federal government should be introducing laws to guarantee that mares get a break, but just like with other livestock, they tend not to.
The PMU industry is declining right now. The big drug companies turned out to be lying about the multile uses of their pills a lot, which caused a reduction in demand, and synthetic hormones are being used more and more.
