I totally agree with JLM. As soon as it became known that Canada paid ransoms, every Canadian on the planet would be at risk.j

In a place like the Philippines, they'll be falling over each other trying to collect the money, if the bounty is high enough. It is certainly a "karmic" way of turning around the random idea.
I would be extremely surprised if any Canadian PM did not have this position. Even Trudeau wouldn't be stupid enough not to take this position.

Yes Canada had some substantial investments in Libya. That's why Canada was automatically named to lead the offensive. Petro also pointed out that it's our big Canadian international Energy Company owning the work in Libya.

Libya also rents off our satellites for communications at a very heavy premium. Something Kadafi was going to walk away from to a Russian satellite.
