Make them economically efficient years.

I'm sure they could find work for him to reduce the burden on the taxpayer, the savings being redirected towards the healing of all of the victims.

Actually that's not a bad idea!

You want to make a prisoner economically self-sufficient? Built a fence around a mine, residential quarters and a cafeteria, especially in those isolated far-northern mines few would want to go work in.
