Texas Republicans are pushing legislation to bar local officials from granting same-sex couples licenses to marry, launching a preemptive strike against a possible U.S. Supreme Court ruling next month that could declare gay marriage legal.


Supporters of the measure, which is scheduled for a vote as soon as Tuesday in the Texas House, said it would send a powerful message to the court. Taking a cue from the anti-abortion movement, they said they also hoped to keep any judicially sanctioned right to same-sex marriage tied up in legal battles for years to come.


The measure, by Rep. Cecil Bell, a Republican from the outskirts of Houston, would prohibit state and local officials from using taxpayer dollars “to issue, enforce, or recognize a marriage license . . . for a union other than a union between one man and one woman.”


Bell said the bill “simply preserves state sovereignty over marriage.”


Gay rights advocates condemned it as mean-spirited and discriminatory.

Jade Helm 15, a military exercise, brings wild speculation in Texas about ‘martial law’

For a made-up military mission, Jade Helm 15 is impressively elaborate: The two-month simulation planned for this summer spans much of the Southwest, requiring special forces from four branches of the military to carry out covert operations amid “hostile” territory in Texas, Utah and part of California.


In at least one of those states, hostility toward the operation has begun a few months early. Online and at in-person meetings, many Texans have expressed suspicion and outright opposition to the project. Some are understandably worried about how it’ll affect their daily lives, while conspiracy theorists claim it’s an attempt to institute martial law, possibly in collusion with Wal-Mart.


In response, Texas Gov. Greg Abbott (R) has ordered the State Guard to monitor federal troops there during the exercise.


“During the training operation, it is important that Texans know their safety, constitutional rights, private property right and civil liberties will not be infringed,” Abbott wrote in a letter to Maj. Gen. Gerald Betty of the Texas State Guard Tuesday.

At an information session in Bastrop on Monday, command spokesman Lt. Col. Mark Lastoria fielded questions about whether Jade Helm 15 will involve bringing foreign fighters from the Islamic State to Texas, whether U.S. troops will confiscate Texans’ guns and whether the Army intends to implement martial law, according to the Austin American-Statesman.


“It’s the same thing that happened in Nazi Germany: You get the people used to the troops on the street, the appearance of uniformed troops and the militarization of the police,” Bastrop resident Bob Wells told the Statesman after the meeting. “They’re gathering intelligence. That’s what they’re doing. And they’re moving logistics in place for martial law. That’s my feeling. Now, I could be wrong. I hope I am wrong. I hope I’m a ‘conspiracy theorist.'”

Concerns about the operation extend beyond Bastrop. Texas talk show host and self-described “thought criminal against Big Brother” Alex Jones ran a story about the operation under the headline: “Feds preparing to invade Texas, list state as ‘hostile.'”


“Texas is listed as a hostile sector. Of course we are. We’re here defending the republic,” he said on his show.


Multiple Web sites of varying repute also drew a link between the operation and a recent Wal-Mart announcement the chain will be closing five stores, two of them in Texas.


“Are the closed Walmarts being activated as central command for underground operations?” read a headline on IntelliHub, which calls itself the “Civilian Intelligence Agency.”

A Texas father is accused of beating his three-year-old son to death and scalding his two-year-old son because they had trouble with potty training, police say.
Anthony Powell, 24, of Houston is charged with capital murder for allegedly killing his son Tristan Powell and is expected to be charged for abusing his younger son, according to KHOU 11 News.
Prosecutors say Powell struck Tristan each time he wet himself and last week hit him so hard the boy banged his head on the bathroom floor, KPRC-TV reports.
Afterward, the boy complained he was sleepy and in the morning he woke up with trouble breathing. His aunt, Prosha Land, called an ambulance. Tristan died later that night from a fractured skull and brain swelling.
While the family was at the hospital, an officer discovered Tristan's younger brother, wrapped in a blanket, was injured, the station reports. Prosecutors allege Powell beat the younger boy with a belt and scalded him.
Authorities say Land, 23, was present while the boys were allegedly beaten. She's charged with injury to a child by omission.
Powell had picked up the boys from their mother's house 215 km away in Jasper about two weeks ago.

Four Texas family members suspected of beating 14-year-old to abort baby

DALLAS - Four members of a Texas family have been arrested on suspicion of beating a 14-year-old relative to induce an abortion two years ago after she had been raped by a member of the family, Dallas police said on Wednesday.
Cedric Jones, 27; Sharon Jones, 45; Cecila McDonald, 25; and Lonnell McDonald, 27, were arrested on Tuesday and charged with engaging in organized criminal activity, according to online jail records.
The girl was about eight months pregnant when the four beat her for six hours, repeatedly kicking her in the abdomen, police said. The Dallas Morning News said the teenager gave birth to a stillborn baby hours later. The body was thought to have been burned in a charcoal grill and buried at an unknown location, police said.
"Several family members took matters into their own hands," Deputy Chief Gil Garza told reporters.
Before the beating, police said the family had tried birth control pills and cinnamon tablets to abort the pregnancy, police said.
The relationship between the victim, now 16 years old, and her relatives was unknown but police described them as "immediate family." The suspects are being held at Dallas County jail with bail set at $150,000 each.
Robert Cayald, 22, the victim's cousin, was also arrested Tuesday and charged with aggravated sexual assault of a child, police said at a news conference. His bond was set at $25,000.
The young girl told police she became pregnant after a sexual assault by a family member but was too embarrassed to report it to authorities.
Police said the four relatives discovered the teenager was pregnant and used various methods to terminate the pregnancy out of fear that Child Protective Services would remove the other children living at the home.
Police said a woman who witnessed part of the incident took the girl to a station last month to report the assault. The woman was not identified but could be charged later for not initially reporting the crime, Garza said.
The teenage victim is now under the care of Child Protective Services. Police are still searching for the remains of her child.
