A policeman is seen shoving a wheelchair-bound man off a kerb in an altercation captured on video and posted online.
Authorities have launched an investigation into the footage shot in the Visitacion Valley neighbourhood of San Francisco, which has prompted more complaints of police brutality.
The video initially shows the disabled man, named as Devaughn Frierson, approaching a group of officers who were reportedly responding to a disturbance.
One tries to usher him away, before another is seen apparently trying to push the man and his wheelchair off the kerb and into the road.
The wheelchair almost tips over but a seatbelt prevents the man falling out of his chair.
The officer can be heard complaining that the wheelchair ran over his foot.
A San Francisco Police spokesman declined to identify the officer involved but said the department was investigating the incident.
It is the latest case of alleged police brutality in the US, with a number of incidents having involved unarmed black men shot dead by officers.
They include a man fatally shot during a police traffic stop in New Jersey on 30 December.
