The European Parliament has adopted a resolution recognizing Palestinian statehood in principle. A total of 498 MEPs voted in favor, while 88 were against.

The same as it means for every other state. A state is a principle and has no reality save for that recognized by it's people. The USA is an example of a state in principle.
