U.S. Raids Strike Terrorist Targets in 2 African Nations

CAIRO — American commandos carried out raids on Saturday in two far-flung African countries in a powerful flex of military muscle aimed at capturing fugitive terrorist suspects. Navy SEALs emerged before dawn from the Indian Ocean to attack a seaside villa in a Somali town known as a gathering point for militants, while American troops assisted by F.B.I. and C.I.A. agents seized a suspected leader of Al Qaeda on the streets of Tripoli, Libya.

In Tripoli, American forces captured a Libyan militant who had been indicted in 2000 for his role in the 1998 bombings of the United States embassies in Kenya and Tanzania. The militant, born Nazih Abdul-Hamed al-Ruqai and known by his nom de guerre, Abu Anas al-Liby, had a $5 million bounty on his head and his capture in broad daylight ended a 15-year manhunt.

The Somalia raid was planned more than a week ago, officials said, in response to a massacre by the militant Somali group Shabab at a Nairobi shopping mall. The Navy SEAL team targeted a senior Shabab leader in the town of Baraawe and exchanged gunfire with militants in a predawn firefight.

I was completely unaware the FBI had jurisdiction in Libya and am shocked to hear the US is in a state of declared war with Somalia. If that's not the case then both these actions are illegal under international law and the Somali incident could be considered an act of war or even a war crime, but you know, when has the law ever stopped the US from operating in a foreign sovereign nation. We all know to America international law is something that only applies to the other guys.

Well show that Jurisdiction was not authorized by Libya or the recognized Somali Govt.

Um, that's up to you. If you had authorization from foreign govts great. Still have to question when the FBI mandate allowed them to operate outside the USA.

The FBI has been asked, by foreign Govt's, on a number of occasions to assist.
FBI — Frequently Asked Questions

What authority do FBI special agents have to make arrests in the United States, its territories, or on foreign soil?

In the U.S. and its territories, FBI special agents may make arrests for any federal offense committed in their presence or when they have reasonable grounds to believe that the person to be arrested has committed, or is committing, a felony violation of U.S. laws. On foreign soil, FBI special agents generally do not have authority to make arrests except in certain cases where, with the consent of the host country, Congress has granted the FBI extraterritorial jurisdiction.
