Court records say Stanley has a "horrendous record" with numerous convictions going back to 1987. He suffers from a severe personality disorder and is a high risk to reoffend, court has been told.

And he was out jaunting around in public WHY? Just let him out and throw a bracelet on him...really am I reading this correctly?8O
