Considering that Interpol already has a warrant for his arrest, what is the international community waiting for. Considering what he is doing to those children, I'm sure you could get international agreement on a plan to get him at least.
Not necessarily. The west seems to be largely indifferent to what goes on in central Africa. There's a warrant for the Sudanese President too but thats not going anywhere.
