This is Pete Drake. He came up with a way to make his steel guitar 'talk'. For those of you who have never heard of him or this song, 'Forever', here's a 1964 video of him using it. He billed it as his 'talking steel guitar'.

If you're curious, the device he used to make the sound was called a talk box. You can read about it here. And you thought that Peter Frampton or Joe Walsh invented it! It was born in the late 1930s. What's old is new again!
