Should Bush be referred to as Blair's poodle instead of vice-versa?

Blair seems to advise Bush more than Bush does to Blair. I laugh whenever people call Blair "Bush's poodle". Really, Blair tells Bush some instructions and Bush does it. Bush is probably too stupid to lead by himself judging from all his misquotes.

I just think they are two leaders that have a similar view on international politics, who have a great deal to gain by working with one another...but also a great deal to lose, two guys who know that solidarity and working together is more effective than going it alone, no matter how right or wrong or misguided they may be.
