Tehran Times Opinion Column, Feb. 14, By Hassan Hanizadeh Mecca deal paradox TEHRAN, Feb. 14 (MNA) -- After two days of talks in Mecca on February 8 and 9, the leaders of the Hamas and Fatah movements reached a series of deals to end the internecine conflict in Palestine. According to the Mecca deal, Ismail Haniya, the current Palestinian prime minister and an influential Hamas leader, will set up a unity government.

In the new government, nine cabinet posts will go to Hamas, six to Fatah, and nine others, including the key portfolios of the interior, finance and foreign ministries, will be given to independents.

According to the Mecca accord, which contains four points, Hamas political bureau chief Khaled Meshaal will be appointed deputy chairman of the Palestine Liberation Organization (PLO), which the Mecca deal has tasked with dealing with the most important and sensitive local and foreign policy issues.

Up to now, Hamas had always refused to join the PLO, which is made up of leftist, rightist, and nationalist parties. Now, its decision to join the organization is regarded as a departure from its principled policies.

Any party or movement which joins the PLO must accept all its principles and regulations.

Without downplaying the importance of the Mecca agreement as a new strategy, which is a move toward national solidarity which temporarily solves the current dilemma, one wonders if, because of signing this agreement, Hamas will back down from its Islamic ideals and principles, for which it has fought for over two decades, having sacrificed thousands of lives on this path.

The acceptance of the PLO doctrine by Hamas definitely means an acceptance of the Oslo Accords, which will shake the foundations of the Hamas resistance struggle.

In the first reaction to the Mecca agreement, the Zionist regime, the United States, and some other Western countries have said their cooperation with the Palestinian unity government is dependent on its recognition of Israel and renunciation of armed struggle against the Zionist regime. These conditions have set the stage for a major challenge to the future government of Ismail Haniya.

The recognition of Israel without a complete withdrawal from the territories occupied in the 1967 Six–Day War, a pullout from the future Palestinian capital Beit-ul-Moqaddas, and the return of refugees has been a point of contention between Palestinian leaders over the past few decades and the Oslo Accords, which the PLO and the Zionist regime signed in 1993, have kept these issues under a cloud of ambiguity.

Some political commentators say that after a year of experience in government, Hamas officials have come to the conclusion that if they want to resolve the current crisis and break the political and economic embargo of their government, they must deal with the Western world, although this would put into question the philosophy behind the establishment of such a movement.

And another question arises. If the Oslo Accords recognize the rights of the Palestinian nation, why has Hamas refused to accept the treaties signed by the PLO and Israel for 14 years?

Even though the Mecca agreement contains specific positive points, particularly the deal to end the deadly infighting and form a unity government, such an agreement will eventually force the Palestinians to give in to the endless illegitimate demands of Israel, the United States, and Europe.

If this happens, the fundamentalist forces will distance themselves from the movement and Hamas will face new splinter groups outside the government, which in the end will result in the political weakness of this authentic movement.

Now Hamas is going through the same bitter experience which the Fatah movement had some 14 years ago, and it has only been able to participate actively in international meetings which have not produced any results for the Palestinian nation.

If Hamas, which is regarded as the manifestation of the will of the Palestinian nation’s 60 years of struggle, abandons its principles and Islamic ideals due to political developments and the West’s double-standard actions, then the last bastion of Palestinian resistance will fall.

Under such circumstances, the Mecca deal will not remove a burden from the Palestinian people’s shoulders but rather will add to their problems.

MS/HG
End
MNA
