Al-Qaida Truce Tape?

CAIRO, Egypt (AP) - Al-Jazeera on Thursday broadcast portions of an audiotape purportedly from Osama bin Laden, saying al-Qaida is making preparations for attacks in the United States but also holding out the possibility of a truce.

The voice on the tape said heightened security in the United States is not the reason there have been no attacks there since the Sept. 11, 2001, suicide hijackings on the World Trade Center and the Pentagon.

Instead, the reason is "because there are operations that need preparations," said the man, purported to be bin Laden.

"The delay in similar operations happening in America has not been because of failure to break through your security measures," he said. "But the operations are happening in Baghdad and you will see them here at home the minute they are through (with preparations), with God's permission."

"We do not mind offering you a long-term truce with fair conditions that we adhere to," he added. "We are a nation that God has forbidden to lie and cheat. So both sides can enjoy security and stability under this truce so we can build Iraq and Afghanistan, which have been destroyed in this war. There is no shame in this solution, which prevents the wasting of billions of dollars that have gone to those with influence and merchants of war in America."

The speaker did not give conditions for a truce in the excerpts aired by Al-Jazeera, a pan-Arab satellite news channel.

There was no immediate confirmation of the tape's authenticity, although the voice resembled that of bin Laden's in previous messages.

It has been more than a year since the last confirmed message from bin Laden - the longest period without a video or audiotape from the al-Qaida leader.

The last audiotape purported to be from bin Laden was broadcast in December 2004 by Al-Jazeera. In that recording, he endorsed Jordanian-born insurgent leader Abu-Musab al-Zarqawi as his deputy in Iraq and called for a boycott of Iraqi elections.

Al-Jazeera's editor-in-chief, Ahmed al-Sheik, would not comment on when or where the tape was received.

He said the full tape was 10 minutes long. The station aired four excerpts which it "considered newsworthy," but al-Sheik would not say what was on the remainder.

Al-Sheik added that the tape seemed to have been made "recently" but would not say what led him to that conclusion.

A truce.

I don't think so.

It appears, at least as far as Bin Laden is concerned, that the USA is winning the war on terror.

If Bin wants a truce, the first thing he has to do is give himself up. Then we can talk about a truce.

what makes you believe that the US is winning the war on terror?

i ask because it is impossible to win a "war on terror". The solutions to solving terrorism are not found in war. Especially in warfare that never favours you.

You have a good point.....the war on terror could well become a everlasting holding action.....which very much calls into question the extreme steps taken against individual liberties by the Bush administration.

Yeah, I said that. :)

At the same time, radical Islamists believe that a truce with the enemy is only acceptable when it is of tactical advantage to Islam. Therefore, if bin Laden wants a truce, it means he is losing.

But bin Laden is only one part of a terror network.

Bin Laden is dead.

Look to the CIA for the origins of supposed tapes from him.

How nice of OBL to present that tape just a week before the State of the Union Speech so that Bush can use it to make the Democrats look like they are soft on terrorism. Very, very nice of him! :lol:

Or it's just a tactic. Aren't we often warned on these tapes right before attacks? This may also be a "Look at how fair and merciful I am, even to the American infidels, they are the ones making me kill them by their actions". Or it may be to stir up more dissent in America between those who want less involvement in the Middle East and those that do ("see? he'll leave us alone if we leave him alone, so let's pull out of Iraq now!"). Part of that argument will resonate a lot because it is based in common sense. It isn't like he wants to run America afterall.
