Prime Minister Manuel Valls on Wednesday proposed reforms that would append the emergency powers authorised after last month's Paris attacks to the constitution permanently, including controversial plans to strip dual nationals of French citizenship.
The proposed reforms must now be passed by a majority of both houses of parliament, where support from three-fifths of lawmakers is required.
Plans to revise the constitution were first announced by President François Hollande in an address to parliament on 16 November, three days after the terrorist attacks that killed 130 people in restaurants and nightspots across Paris.
A 12-day state of emergency was imposed on the night of the attacks and was later extended for three months.
Emergency policing powers used under the state of emergency – such as placing people under house arrest and the right to raid domiciles without judicial oversight – are currently based on a simple law that can be challenged at the constitutional court.
More than 3,000 raids have taken place since the Paris attacks, leading to 360 house arrests and 51 people being jailed.
