(a) require labour certification tests or other procedures of similar intent as a condition for temporary entry; or
(b) impose or maintain any numerical restriction relating to temporary entry.

Length of stay is up to three years. Extensions are possible. "

It is? Corporate transferees don't have to be qualified?

No it's not the same thing and anyone who suggests it is hasn't read it or doesn't understand what they are reading. And it is worse under the TPP and it's obvious the main goal is to drive down the wages of those jobs that can't be out-sourced.

The single word forced is the most obvious difference until you see the word unlimited and there is no requirement for a Labour Market Impact Assessment (which is used to determine if there are Canadians available to do the work). It gives preference to TFW's as there are no restrictions or requirements stating that they must accept Canadians before bringing them in.

Even skilled workers get hit hard ;

“Prohibiting the government from attaching any form of testing or certification as a condition to entry"

Also there is no limit on the number of TFW employees an employer can have. The following would no longer apply ; As of July, employers can have no more than 20 per cent of their workforce as low-wage temporary foreign workers. The number must drop to 10 per cent starting in July 2016.

Section 12-A. Canada Temporary Entry for Business Persons states:

Canada will be forced to grant work permits to an unlimited number of temporary foreign workers

The government will also be forced to issue work permits to spouses of the TFWs coming under the TPP.
Canada shall grant temporary entry and provide a work permit or work authorization to spouses of Professionals and Technicians of another Party where that Party has also made a commitment in its schedule for spouses of Professionals and Technicians, and will not:
(a) require labour certification tests or other procedures of similar intent as a condition for temporary entry; or
(b) impose or maintain any numerical restriction relating to temporary entry.
