President Obama likes to apologize to foreigners. He should just apologize to Karzai. Obama should also apologize to Americans for keeping thousands of American soldiers in Afghanistan for another ten years.

Sure, send Karzai a formal, written apology...

In the same envelope, BHO can also include another official letter that informs Karzai of America's decision to stop all funding into the Afghan gvt, military and charitable initiatives.

Whether Karzai agrees to the terms of US pullout or not is pretty immaterial. It's a show of strength meant for the locals. The Americans should--and have--apologized for specific incidents (Koran burning, psychopathic murderer in their ranks). I don't really see the point of some general apology for "mistakes."
