Here's the relevant law, from the webpage of Senator Patrick Leahy:

Coups d'Etat

Sec. 7008. None of the funds appropriated or otherwise made available pursuant to titles III through VI of this Act shall be obligated or expended to finance directly any assistance to the government of any country whose duly elected head of government is deposed by military coup d'etat or decree or, after the date of enactment of this Act, a coup d'etat or decree in which the military plays a decisive role: Provided, That assistance may be resumed to such government if the President determines and certifies to the Committees on Appropriations that subsequent to the termination of assistance a democratically elected government has taken office: Provided further, That the provisions of this section shall not apply to assistance to promote democratic elections or public participation in democratic processes: Provided further, That funds made available pursuant to the previous provisos shall be subject to the regular notification procedures of the Committees on Appropriations.

By law Obamacare is supposed to be fully implemented in 2014 but BHO has delayed a large part of it till 2015.

Obama isn't bound by any law. He is allowed to make things up as he goes along. He's setting all sorts of precedents for an imperial presidency as an institution. All subsequent presidents will ignore whatever laws they want just like Obama.

He's hardly the first. That goes back quite a ways. Jackson is the earliest one I can think of. Remember what he said when the supreme court said something he didnt like? "The supreme court has made their decision, now lets see them enforce it" then went on to ignore them. Or remember that Nixon line "Its not illegal if the President does it." There were plenty of precedents, Obama is expanding it unfortunately so his successors will likely keep it going. People for some reason let them get away with it.

He has learned well from Nixon, Carter, Reagan, Bush 1, Clinton & Bush 2. The 'executive order' has been around for a long time and been exposed in an exponentially increasing manner with every president since Kennedy.
