I propose that Canada leases a piece of the Canadian Pacific coastline to China for 99 years, so that they can build a port city there. The idea is that they could bring in their own Nationals to work and live there on Chinese Sovereign territory for the duration of the lease.
The territory would be similar in size to Hong Kong, the lease would preclude mining, and would restrict offshore claims to 2 Kms.
It would provide employment opportunities for both countries, and would create diplomatic advantages for Canada.
