I just wanted to share a couple of thoughts that I have.
My parents moved to Canada about seven years ago. For the last three years we've been trying to arrange my move to your country, but without any positive results so far, though there is nothing to prevent my moving - I have the necessary sum of money, I speak English and French, I don't have a criminal past, I have parents in Canada.
When I tried to get a tourist visa, about three years ago, I was told by an embassy official that I earn too little money and that I don't have travelling experience, that is why I cannot come. and when I told him that I wanted to make that trip to Canada because my parents were about to get their citizenship and I wanted to be with them at that moment, he just told me that my parents can come to Russia, if they want to see me. And when some time later I applied for a permanent resident visa, I was refused as well.
And I have that feeling that my country is still behind the iron curtain. Citizens of most other countries have absolutely no difficulty in getting to Canada. For instance, if you are a citizen of Israel, you just buy a plane ticket and go, no need to get a visa. And when it comes to Russia, the only difference from cold war is that at that time it was very difficult to get out of Russia, and now it is difficult for an ordinary Russian person to get admittance into another country. We are not all mafia! There are some decent people here, too.
Or is it because Russia is considered to be an under-developed country? I'd really like to hear a few opinions. What do you all think?

How old are you? Your age could be the reason, if not what i'd do is talk to your parents about it and have them talk to the russian consolate in the area of canada they live in about it because it seems the embassy in Russia isn't wanting to help you out at all.

Surprising, to hear that. There are a stream of Russian visitors that come every year t Canada and haven't been rejected.
Listen to what Riyko said, but it may have just been some 'moron' you were talking to. I find that sometimes.

I don't think the nationality is your problem for geting a visa or emigration, cause I met many Russian during this three years in Canada. I was wondering if they told your the reason about why you couldn't get the permanent resident visa? For your fist case, I think they mabye think you wanted to stay in Canada and won't come back,because your parents are Canada residents and your salary in Russia is too little, you couldn't show a powerful evidence to support your real intention.

I think russians get their pemenant residency without any trouble. However, you should see a lawyer and discuss your case. They might add something new, or to remove some unnecessery stuffs.
Did you know that you can apply for Certificat de Selection de Quebec. Once you are selected by Quebec you are automatically granted perment residency by Immigration Canada.
Applying through federal is long and difficult. However, answers from provincial immigration is faster.
You say, you speak french too. So why don't you try to apply for Certificat de Selection de Quebec?
your chances double.
Yeah, not to forget. Only quebec has this priveliage.
