OTTAWA — The Bloc Québécois drew a $12-billion line in the sand yesterday, saying it will stop propping up the government unless the Conservatives deliver that much annually to the provinces to fix the fiscal imbalance.

In its demands, the Bloc said that an annual $3.9-billion of the transfers must go to Quebec by 2009-10.

Is this figure unrealistic for the tories? Will we see an election once the liberals choose a new leader next year? Or will there be a compromise?
